UNICEF Liberia is seeking a qualified Consultant to support the roll out of Child Friendly Initiative nationally and in two counties with a special focus on Real-Time monitoring and use of intermediate results data for improving coverage RMNCAH interventions including Immunization-Plus, Nutrition, HIV, WASH, Child Protection, and Communication for Development (C4D).

Purpose of Assignment:

To support the roll out of Child Friendly Initiative nationally and in two counties with a special focus on Real-Time monitoring and use of intermediate results data for improving coverage RMNCAH interventions including Immunization-Plus, Nutrition, HIV, WASH, Child Protection, and Communication for Development (C4D).

Basic Objectives of Consultancy/Contractor Services:

To support the roll out and monitoring of the Child Friendly Communities/Real Time Monitoring Approach in Grand Gedeh and Sinoe.

Objective 1:  To build capacities in and use of real-time data monitoring in the country.

Key Activities/Tasks

  1. Liaise with innovation officer, Monitoring & Evaluation specialist for the development/procurement and distribution of real time monitoring tools.
  2. Facilitate the trainings of Ministry of Health staff at all levels, civil society, community leaders and Community Health Assistants (CHAs) on the use of Community Registers.
  3. Support targeted districts to use real-time data collection tools and conduct quarterly performance reviews involving communities to address bottlenecks in the delivery of key services.
  1. Procurement and distribution plan for of real time monitoring tools available
  2. Proportion of analyzed and prioritized bottlenecks
  3. At least two sets of RTM training material/ package developed covering CHAs and Supervisors
  4. County and district level training Plans available
  5. County Micro plans available

Objective 2:   To Improve the feedback loops and program adjustment focusing on integration and convergence to address overlapping deprivations of children.

  1. Coordinate the conduct of stakeholders meeting to develop and agree upon a CFC Certification Scheme, agree on joint EPI, Nutrition, Protection and WASH reporting templates (build on existing M and E frameworks for individual programme service delivery).
  2. Support Community Health Committee and Health Facility Development Committee for regular review of service delivery data.
  1. CFC Certification Scheme agreed upon and endorsed by MOH
  2. Monthly Project Reports including data analysis
  3. Monthly analytical reports of service delivery data provided to CHC and HFDC.

Objective 3: To improve social accountability mechanisms at the county level.

  1. Support the joint micro-planning exercises by County Health Teams, Community Stakeholders, Civil Society Organizations and partners.

Objective 4: To Establish and refine knowledge exchange mechanisms for peer-to-peer learning, south-south collaboration about program monitoring within and among all country offices and country partners.

  1. Serve as the focal point for UNICEF Health and PME, work in close collaboration with the implementing agency (LISGIS) to conduct CFC base line assessment in Liberia.
  2. Under the supervision of the CSD Specialist, establish the knowledge sharing mechanism and support ongoing documentation of the initiative and programme activities.
  1. CFC Baseline Survey Report
  2. Quarterly bottleneck analysis updated of each essential service
  3. Quarterly Review Reports
  4. Quarterly Human-Interest Stories
  5. Biannual Photo/Video documentary of project
  6. At least 60% of analyzed bottlenecks increasing becoming local.

Qualification or Specialized Knowledge/Experience/Expertise required for the Assignment:

Qualifications:

  • At least a Bachelor's degree in the field of Social Sciences or Health. Other academic qualifications including Statistics, Computer Science and Monitoring and Evaluation will be an added advantage.

Professional/Technical experience:  

  • Health program – iCCM, Nutrition, IMNCI and innovation like mHero.

Relevant Work Experience: 

  • Minimum 2 years of relevant experience in the field of public health.  Experience in information management, statistical analysis and working with health systems especially at community level is essential.

Language skills required:

  • English, knowledge of local dialects in Grand Gedeh/Sinoe is an advantage.

Other attributes essential for the assignment:

  • Strong verbal and written communication skills and willingness to travel and work in field environments.

General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable based as defined in the ToR
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by fax or email. 
  • Unless authorized, UNICEF will buy the tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • Mention is it as per the General Terms and Conditions of the Contract. 
  • Mention “Grace Period” for submission of deliverables, after which payment will not be processed.
