NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and  Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

The purpose of the assistant position is to assist in the day to day implementation of the CC project. Use actions words such as conduct or assist for the position relevant responsibilities.

Job description:

The following is a brief description of the role:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function

Specific responsibilities

  • Assist the Project Officer in the education project planning and implementation
  • Plan and timely distribute scholastic materials to the target schools
  • Work with the Education team, MOE & communities to identify target communities, schools and YEP centers to be supported or withdrew based on the assessment of need in the project operational areas
  • Organize and lead the mobilization and sensitization campaigns of the target communities
  • Work with the district education authorities, head teachers, Community Education Committees (CECs) on the enrolment and effective learning of the pupil to the respective education programme in accordance with NRC standards and criteria.
  • Strengthen capacity of communities to identify and address barriers to quality education for the Vulnerable Children
  • Assist the local education authorities in the recruitment of ABR teachers in accordance with the ABE implementation guideline and regularly update teachers’ payroll for the incentive payment
  • Train and coach CECs and head teachers and the teachers in the development of School Improvement Plans in collaboration with regional and district education officers.
  • Ensure that education program is implemented in close coordination with MOE and other actors of education projects
  • Collaborate with other NRC Core competency program activities for synergy in the implementation of project activities.
  • Participate and contribute as necessary towards the Emergency response as and when necessary
  • Ensure strict compliance with NRC policies, procedures and relevant donor regulations.
  • Ensure visibility of NRC and donors in the course of the implementation
  • Supervise regularly the teaching and the learning process in all supported schools
  • Document and share constraints, challenges, gaps, needs, best practice and lessons learnt
  • Ensure quality and relevant data is collected as required using NRC M&E procedures and tools
  • Identify operational/technical and management problems arising during the implementation of the project activities to the project officer

Qualifications:

  • Experience from working as a Project assistant in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English language in both written and verbal 

Context/ Specific skills, knowledge and experience:

  • At least 1 year of proven experience in education program implementation in NGOs or UN agencies
  • Proven experience with NGOs in Emergency and development field;
  • Experience in teaching, training or vocational skills training program
  • Good written and oral communication skills in English and Somali;
  • Understanding of Somali culture, geography and politics
  • Understanding of context and issues in Puntland Education Sector
  • Excellent computer skills, including word, excel and databases;
  • Capacity to organize and facilitate trainings;
  • Team-player and ability to work independently
  • Ability to manage time effectively and priorities work to meet deadlines
  • Demonstrate passion and commitment for changing people’s lives;
  • Must be creative, innovative and inquisitive;
  • Must demonstrate good interpersonal skills;
  • Familiarity with INEE Minimum Standards and Inclusive Education Guidelines;
  • Familiarity with Humanitarian Principles;
  • Willing to travel regularly to remote areas
