Subject is required based on the request from NIUIP, UET and duly recommended by sector partners during the consultation process on 18th October, 2017 at NIUIP, UET Peshawar. The consultant is supposed to assist UET in developing the modules which UET lack capacity in and will also support the final alignment of the modules in the form of an academic course.

Subject is required based on the request from NIUIP, UET and duly recommended by sector partners during the consultation process on 18^th October, 2017 at NIUIP, UET Peshawar. The consultant is supposed to assist UET in developing the modules which UET lack capacity in and will also support the final alignment of the modules in the form of an academic course.

The goal is to develop academic modules utilizing international experiences and learning on the topic from academic perspective along with clear instructors and teaching guidelines and supporting materials. The consultant is expected to come up with detailed guidelines for rolling out of the modules along with the required resources for both the instructors and the students.  

The consultant is expect to produce modules on each of the following

1. Pakistan WASH Environment: Context Analysis with focus on bottlenecks, enabling environment, SWOT analysis, stakeholder’s involvement, roles and responsibilities, associated systems etc.
2. Preparedness: Contingency Planning for WASH with theories, mechanism, resources, stakeholders, level of services, sector integration, WASH related assets, capacity, procurement methods, existing assessment tools, evidence based planning, coordination etc.
3. Response: All details about understanding, importance, linkages, coordination, different phases, linking of Relief recovery with development (LRRD)
4. Assessments: Assessment tools, usage of assessment findings for planning, standards, cross cutting issues etc.
5. Implementation Options for Hygiene: Approaches for different stages, resources, understanding of context, communication tools, cash and market options etc.
6. Monitoring and Evaluation: Types of monitoring and evaluation, monitoring framework, work plans, information management, Humanitarian Action Review (HAR) etc.
7. Stakeholder Analysis: Understanding, importance, method, utilization etc.
8. Coordination Mechanism: Coordination framework, platforms, Cluster mechanism etc.
9. Resource Mobilization: relevant potential donors for emergency response, appeal process, types of funding available, rapid fund process, Pakistan Humanitarian Pool Fund (PHPF) etc.

The assignment also requires reviewing and aligning of all the 14 modules (including 5 developed by University of Engineering and Technology Peshawar) with WASH sector priorities for emergencies while working in close coordination with UET and UNICEF. Thus, the role will require advising/amending the modules produced by UET along with development of nine module mentioned above. The consultant will also be responsible to ensure alignment of all the modules with WASH related priorities in the province during emergency context.  The modules to be developed by UET are mentioned below

1. Introduction and context
2. Implementation Options: Water ( 6 hours)
3. Implementation Options: Sanitation (6 hours)
4. Supplies Demonstration
5. Practical Simulation Exercise

UNICEF is currently working with University of Engineering and Technology on development of modules for WASH in Emergency Course. University has expertise in certain subjects while need support in development of modules which university lacks professional understanding of. Thus, subject consultant is engaged to support University in development of 9 number of modules on above mentioned along with ensuring the alignment of all modules to WASH sector priorities.

To make a difference, you will be accountable for the following tasks and deliverables:

Task to be Performed

1. Development of modules for WASH in Emergency Course

2. Alignment of all modules in line with WASH sector priority in an academic course format

Deliverable

1. Planning

1. Inception report covering outline, methodology and process to be followed for the development of modules for WASH in emergency course
2. Planning and facilitating (remotely through VC/Skype etc.) consultation meeting with relevant sector partners such as UET, Government, CSOs, UN etc (venue arrangement by UNICEF)
3. Producing consultative meeting report which is duly acceptable to UNICEF. Formal endorsement for sufficiency is to be secured from UNICEF, UET and Module Focus Group(MFG)[1]

2. Developing draft modules on agreed topics and submission for review to UNICEF, UET and MFG

3. Planning and facilitating (remotely through VC/Skype etc.) Consultative meeting with relevant sector partners to review the drafted modules (venue arrangement by UNICEF)

4. After finalizing the content and dimensions of the modules, preparing presentations, instruction guidelines for instructors and for students (separately) and other teaching aids for each of the subject modules

5. Sharing the finalized presentation for subject modules with UNICEF, UET and MFG

6. Producing supporting materials for the modules

7. Review of the modules developed by UET with clear recommendations/evidence of its alignment with WASH sector priorities during emergencies

8. Converting all the modules (14) to take form of an academic course.

• Minimum University degree in Public Health and Education
• Atleast 10 years of experience of working in WASH related emergencies and related learning material development
• At least 5 years of working in capacity building related aspects in WASH sector
• Have experience of working with academic institutions on resource development
• Proven experience on development of resources for academic courses
• Strong communication and collaboration skills
• Have thorough understanding of academic courses structure
• A history of working with local NGOs, preferably in Pakistan, and managing multiple stakeholders
• Past work experience with UN and in particular UNICEF Pakistan is advantageous
• A experience from more than one country would be a plus
