SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

Under direct supervision of the District Manager and RD Senior Officer “Construction “, he/she shall coordinate and supervise the community led infrastructure at village level. He/ she will help technically CDCs and business association to carry out infrastructure projects which is data collection, assessment, designing, estimation of materials for construction and implementation. He/she shall conduct regular field visits.

Qualifications & Requirements:

  • Bachelor degree from Civil engineering or relevant faculty of a well-known University.
  • Documented experience in community development projects for 3 years.
  • Experience of working as an engineer in a well-known organization
  • Experience in supervising and implementation of engineering project activities in the field
  • Fluency in Dari and Pashto, written and spoken
  • Ability of Speaking and Writing English
  • Strong interpersonal and communication skills
  • Computer skill, especially with MS Office packages and Auto CAD and other drawing software
  • Familiar with report writing
  • Honest, active and well mannered
  • Ready to work, live and travel in an intricate and strenuous environment
  • To be familiar with the cultural, socioeconomic and political environment of the northern provinces of Afghanistan.
  • Being an Afghan citizen.

Main Responsibilities:

  • Overall responsible for technical survey, estimation, design, implementation, monitoring, supervision, quality control and quality assurance of infrastructural projects
  • Ensure overall procedures during the project implementation are applied as per Engineering and CGLP Operational Manual and donor requirements.
  • Read, understand and apply the CGLP Operational Manual, Technical Manual
  • To establish a good communication between different councils, representatives from PRRD, other governmental agencies, NGOs and contractors working more or less involved in the NSP and Local Governance activities.
  • Conduct participatory field assessment and joint monitoring with other key stakeholders
  • Assist CDCs technically during CDP revision and IP collection
  • Ensure that selected land for construction is suitable for project implementation
  • Ensure the project will not affect negatively environment and assure social and environmental safeguard in the implementation of projects
  • Conflict resolution of CDCs in terms of project implementation in any stage
  • Prepare and provide project progress report to the immediate supervisor in timely manner
  • Ensure projects are technically sound and the progress is made as per the scheduled timeframe in accordance to the technical proposal
  • To develop technical sub-project proposals together with CDCs and business associations which is prioritized by communities
  • Prepare CDCs project narrative and financial reports
  • Prepare CDCs instalments request, technical and financial progress reports
  • Proper documentation of CDCs expenditures, filling and other related documents to their infrastructure projects
  • Assist, guide and participate in community participatory monitoring (CPM) and accountability events at the CDC level and prepare relevant reports accordingly
  • Regular supervision of projects and project materials, labours/contractors to ensure good quality of work
  • Appraise Community Development Council small -scale infrastructure projects.
  • Provide technical advice, support and oversight to community projects throughout the province in close coordination with all CDCs.
  • Prepare monthly work plan and execute the sub project survey, design, estimation, work plan and financial part
  • To watch over fulfilment of tasks given to skilled and unskilled Labours to expedite construction works. 
  • To properly allocate skilled and unskilled labours according to plan for the task to be completed.
  • To guide people under his responsibility about the way to fulfil their assignment.
  • Ensure quality of work and especially materials brought into the field
  • Regular meeting with CDC’s to discuss the subproject progress and listen to problems.
  • To verify presence on the work site of all personnel under him and report to the immediate supervisor.
  • Regular Reporting of Projects Progress technically to Senior Officer Construction and Generally to District Manager.
  • Any other relevant task required.
