Context:

Under the direct technical supervision of the Staff Welfare Officer based in Geneva and in close consultation with the Occupational Health Unit in Headquarters (HQs) and under the administrative supervision of the Senior Regional Resource Management Officer, the successful candidate will be responsible and accountable for the implementation of the IOM Mental Health Strategy in the region by developing work plans for nominated missions that will cover preventative and care elements.

Core Functions / Responsibilities:

1. Create and implement a work plan with the support of the relevant Chief of Missions and of the Staff Welfare Officer to improve the mental health and wellbeing of staff (national and international) in nominated missions and to include preventative and care aspects as per the Mental Health Strategy with sufficient mechanisms for accountability. 2. Oversee implementation of IOM’s Mental Health Strategy in the most affected areas within the region (High risk/hardship duty stations).

3. Support named missions by conducting a mental health audit of the workplace and help, as appropriate, to address highlighted issues.

Page 1 / 44. Support individual staff to create their own wellbeing plans. 5. Provide confidential counselling to staff and facilitate access to counselling and staff welfare services.

6. Produce educational material to enhance mental health and wellbeing of staff. 7. Participate in and, when required, coordinate Staff Welfare responses to emergencies and critical incidents.

8. Liaise and collaborate with the Staff Welfare Officer and colleagues in Occupational Health Unit/Health and Insurance Medical Unit (HIM).

9. Participate in monthly joint supervision with nominated supervisors. 10. Develop and maintain regular liaison and communication with Chief of Missions (COMs) to evaluate mental health needs of their staff; and participate in evaluations of mental health services offered.

11. Suggest to the Staff Welfare Officer based in Geneva improvements for the effective implementation of the Mental Health Strategy in the region and enhancing local mental health facilities in the missions.

12. Develop tools for data collection, analysis, monitoring and reporting mechanisms at the mission level, maintain records and produce regular reports.

13. Keep the Staff Welfare Officer based in Geneva up-to-date on numbers and statistics of initial interventions and counselling services provided in the region. 14. Provide training on relevant topics to increase knowledge and skills of managers to create supportive working environment and increase awareness on mental health. 15. Undertake duty travel to missions to assess mental health of staff and the missions’ working environment in situations of crisis.

16. Liaise with the Staff Welfare Officer in case of complex emergencies requiring a coordinated response.

17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Clinical Psychology, Counsellor or Psychiatry or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Be eligible for licensing/accreditation in the country of training or residence. Experience

• Minimum three years of practical experience as a counselor advising staff and employers on various aspects of social issues in UN/humanitarian international organizations. • Demonstrated familiarity with the impact of working conditions of humanitarian workers on their well-being.

• Excellent communication and writing skills.

• Experience with counselling and psychosocial interventions.

• Knowledge of modern technologies, e.g. teleservices.

• Readiness to travel and work in emergency contexts.

Languages

Fluency in English is required. Working knowledge of Arabic and/or French is an advantage. Desirable Competencies:

Other:
