The project is designed to mainstreaming of forest ecosystem service and biodiversity considerations into national, provincial, and district policies and decision-making processes for forest area planning and management, Developing and demonstrating of strategies for integrating forest area planning, management and conservation with estate crop spatial planning and management across four districts of Kalimantan and at target landscapes within those districts, Testing/demonstrating of incentives mechanism(s) to reduce deforestation associated with the estate crops sector, and developing of knowledge management and monitoring and evaluation systems that ensure the sustainability of biodiversity-rich forest management and high ecosystem services into national, provincial and district decision-making policies and decision processes and at the site/landscape level.
 
The project strategy and theory of change is based on carrying out a clear process of identifying priority locations and testing approaches where enhanced forest area planning, management and associated use of incentives can be used to generate national and global incremental benefits without harming the potential for economic growth and development of the relevant Kalimantan provinces associated with increased production of estate crops. In addition to providing extensive benefits to Kalimantan including the HoB area, the national-level policies and tools to be developed by the project will also be of significant potential value to other areas of Indonesia facing similar development challenges. The strategy is focused on developing and implementing various approaches to enhancing protection of forested areas in the Non-Forest Land and in the convertible forest, both of which are subject to potential conversion (administratively and/or physically) to estate crops despite their remaining forest cover.
 
 
 
The project objective is to maintain forest areas, including the biodiversity and ecosystem functions, of Kalimantan’s lowland and montane areas in the face of growth and development of the estate crop sector. The project aims to create significant global benefits related to biodiversity conservation, sustainable land use and mitigation of GHG emission, particularly in the HoB. Systemic and institutional barriers to improved strategic plantations/commodities siting and plantation management will be addressed at the national, provincial and landscape levels, backed by incentives for making any plantation expansion policy  compatible with green growth.
 
Concrete practices designed to consider and take account of biodiversity and ecosystem services will be mainstreamed into policies and practices for forest area planning and management and into land allocation decision-making for strategic plantations/commodities siting. These practices will be instituted via an improved forest classification system, land-use planning processes and a strengthened mandate and capacity of the forestry sector to ensure a shift from biodiversity-destructive plantations/ commodities siting to optimal siting with much improved management practices. 
 
Through improvement of systemic and institutional capacity, as well as landscape-level demonstrations, the project will significantly reduce conversion threats from plantations/ commodities in an area covering at least 418,419 ha, with flow on effects in terms of better land siting selection for agriculture development across 2.36 million hectares (see Table 1 above and Table 2 below) in the provinces of East, West and Central Kalimantan. This will result in enhanced safeguarding of critical ecosystem areas and protection of biodiversity on a globally significant scale. 
 
By improving the land allocation decision-making process, working with MoEF to have better access to data on biodiversity, peatland and HVC areas as part of the land siting and plantation allocation process, making plantation estate design and management more compatible with biodiversity conservation and maintenance of multiple ecosystem services at both the individual plantation and broader district landscape level, and developing a range of financial incentives for better land use planning and management from the international community, the project will directly contribute to arresting and reversing national-level trends in land degradation, deforestation, habitat loss and carbon emissions related to land use and land use change. This process is expected to result in improved biodiversity protection, a significant reduction of HCVF conversion and enhanced protection of areas of forest essential for the conservation of ecosystem services.  
 
Four target districts, including two in West Kalimantan and one each in Central and East Kalimantan, have been selected as areas in which to pilot a series of district- and landscape-level interventions designed to demonstrate on-the-ground approaches to protecting forest threatened by oil palm expansion while reducing the potential fragmentation of nearby state forest areas. Landscape-level pilots will cover some 200,000 ha overall.
 
At the four target landscapes in Kalimantan (Ketapang, Sintang, Kota Waringin Barat, and Kutai Timur), stakeholder capacity development support and local level integrated land use planning will create improvements in land allocation, increased use of degraded lands for new plantations, better protection of existing forest cover that is under the threat of plantation conversion, and a significant decrease in natural forest conversion to estate crops. It will demonstrate improved landscape planning and management in the forest and plantation landscapes, creating connectivity between forest blocks and improving species and ecosystem management at the landscape level. Piloting of incentive packages will further strengthen the aforementioned actions and increase the potential for sustainability and scale-up. These actions are expected to result in significant reduction of HCVF conversion and in reduced emissions of greenhouse gases. 
 
To achieve the objectives, the project consist of four Components are : 
 
Component 1: 
Mainstreaming of forest ecosystem service and biodiversity considerations into national, provincial, and district policies and decision-making processes for forest area planning and management
 
Component 2: 
Development and demonstration of strategies for integrating forest area planning, management and conservation with estate crop spatial planning and management across four districts of Kalimantan (Ketapang, Sintang, Kota Waringin Barat, and Kutai Timur) and at target landscapes within those districts
 
Component 3: 
Testing / demonstration of incentives mechanism(s) to reduce deforestation associated with the estate crops sector  
 
Component 4: 
Knowledge management and M&E
 
The implementation of the project, the Director General of Forestry Planning and Environmental Governance assigned a National Project Director (NPD), therefore NPD established a Project Management Unit consist of National Project Manager, Project Assisstance (Administration Assisstance, Finacial Assisstance and Office Clerk) also selected the national consultan and local expert. NPD a primary supervisor of National Project Manager (NPM) in national level and Regional Facilitator also selected by NPD assisted by UNPD for the recruitment process. In addition, the NPM also report to Programme Manager for NRM Cluster, Environment Unit, UNDP for project quality assurance in implementation of the Strengthening Forest Area Planning and Management in Kalimantan project. The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The NPM will also seek possible new partnerships with other development partners and the private sector to strengthen the project, providing technical assistance to project when required and overall monitoring and other relevant operational issues.
 
The duration of the project is about 7 years (2017 – 2024).
 
 

Duties and Responsibilities

Under the overall guidance of the National Project Director, the NPM will run the day-to-day project implementation and management to ensures that the project produces results specified in the project document within the specified time and cost. Specifically, the NPM will undertake following tasks:
 
1. Manage and supervise the project team to ensure effective implementation and achievement of following results:
Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan; 
Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members; 
Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops; 
Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets; 
Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management; 
Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary; 
Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;  
Consults with the project board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and 
Performs Project Manager duties on UNDP’s ERM (ATLAS) in line with the NIM manual and as outlined in the delegation of authority for Project Managers.  
Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
2. Ensure effective planning, budgeting, and implementation of the project focusing on achievement of the following results:
Prepares project’s annual and quarterly work plans and organizes project board meetings to obtain their approval; 
Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan; 
Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP; 
Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;  
Provides additional inputs and data for external project reports as necessary and required by the project assurance team;  
Organizes quarterly project board meetings and reports to the project board the project’s quarterly progress together with any issues that may require project board decisions; and  
As required and directed by the project board, liaises with UNDP’s Quality Assurance, Reporting and Evaluation (QARE) to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE Unit.
 
3.   Create and nurture strategic partnerships and support to the implementation of resource mobilization focusing on achievement of the following results:
 
Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;  
Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results; 
Builds project reputation for quality design, reliable delivery as well as integrity and accountability;   
Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;  
Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and 
In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for future project implementation, replication and up-scaling.

Required Skills and Experience

Education:*
Master degree in Forestry, Natural Resource Management, Environmental Policy, Spatial Planning, Development Studies or other relevant fields. 
 
Experience:*
1. Eight years of relevant experience for candidate with Bachelor Degree or 4 years for candidate with Master Degree  in general project management of international funded programme/project would be an advantage; 
2. Strong knowledge on forest management issue and related policies; 
3. Have demonstrated capacities in good leadership and broad networking both at national and sub-national level;
4. Experience in development of policy recommendations, evidence-based decision making system and visible among relevant stakeholders would be considered.
5. Experience in managing and organizing FGD, stakeholder meeting and coordination related activities with high rank of government official.  
 
Language Requirements:
Ability to write project report both in Bahasa Indonesia and English versions.
Good communication skills both Bahasa Indonesia and Englsih is required.
 
Other Requirements:
Knowledge on various donor’s reporting requirements 
Good inter-personal and team building skills.
Full time availability for project management support duties is essential.
Familiar with Government and International organization funding management procedures would be desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage.
