Purpose of assignment

The UN Joint Programme, "Low Emission and Climate Resilient Development" (LECReD), responds to the United Nations Development Assistance Framework Outcome 4: “By 2020, growth and development are inclusive, sustainable, increase resilience to climate change and disasters, and contribute to enhanced food, energy and water security and natural resource management” and builds on the comparative strengths of United Nations Organizations including UNDP, UNICEF, UNOPS, UNFPA, UN WOMEN, WHO and FAO. The programme is innovative and represents a pioneering initiative of bringing together the wealth of diverse development-oriented expertise from these United Nations Organizations with equally diverse national and local partners to address this multi-faceted development challenge. The programme will assist the Laamu Atoll and its islands to realize low emission and climate resilient development (LECReD). The programme seeks to mainstream LECReD issues into local level development planning and service delivery for greater community-level ownership and sustainability of programme benefits.

As part of UNICEF’s support to the waste management component of the programme (implemented together with UNDP), awareness raising sessions on community-based waste management will be conducted in Isdhoo, Kalhaidhoo, Maabaidhoo, Mundoo, Fonadhoo, Kunahandhoo, Maamendhoo, Hithadhoo and Maavah of Laamu atoll, through a communication for development approach. This approach aims to mobilise the island communities to influence attitudes and behaviours towards sustainable and safe waste management practices leading towards the well-being of children, women and communities. Having an effective waste management system in an island context is crucial for everyone’s health, to protect the environment and to keep communities positively engaged. UNICEF aims to mobilise communities in Laamu atoll to create awareness on properly managing waste at the level of households, institutions and waste managent centres so that waste management becomes a participatory activity and the gains of the established system brings about positive social change.

Objective:

The basic objective of this consultancy is to conceptualize and conduct the awareness raising sessions on community based waste management in Laamu Atoll.

The consultancy entails 4 main deliverables:

  1. Literature Review of existing documents on waste management producted through the LECReD programme.
  2. Methodology focusing on:
  • Develop core messages on waste management to be conveyed to the public
  • Specified key audiences to engage with during the awareness raising sessions (e.g. children/youth, households, representatives of the women’s development committees, representatives of island councils and waste handlers)
  • Communication mediums to be used
  • 1 x Powerpoint presentation and
  • 1 x handbook with inforgraphic, awareness raising content [as sections] for each of the identified audience.
  • Implemenation methodology for the community sessions for each of the 9 selected islands
  • Proposed travel plan (with estimated costs to conduct the awareness raising sessions in the selected 9 islands)
  1. Awareness raising Toolkit (based on point 2) comprising:
  • Powerpoint presentation for the community sessions (finalised)
  • Handbook on community-based waste management (finalised, with print specifications)
  1. Conduct awareness raising sessions on community-based waste management in selected 9 islands (based on the approved methodology and Toolkit)
  2. Report on awareness raising sessions conducted in selected 9 islands, with:
  • Observations from each of the sessions conducted
Follow-up actions to be carried out with communities (per island) based on awareness raising sessions

To qualify as an advocate for every child you will have…

    • Masters Degree or equivalent in Science, Social Science with specialization in Environmental/Natural Resource Management, Climate Change, Disaster Reduction, International Studies and/or Development Studies.
    • Minimum 2 years of relevant experience in relevant areas of work on environment and climate change would be an advantage.
    • Hands-on experience in working with island communities (community mobilisation) would be an advantage.
    • Satisfactorily knowledge of environment, natural resource management and climate change issues globally, regionally and at the national level.
    • Good knowledge of development and environmental issues in Maldives.
    • Proven experience in developing community engagement tools and strategies.
    • Previous experience in working for or with UN agencies will be an added advantage.
    • Good analytical and communication skills (both oral and written).
