OBJECTIVES OF THE PROGRAMME

The HWF department's main objectives are to ensure that all people have equitable access to an adequately trained, skilled and supportive health workforce, in order to attain the highest possible level of health. The Global Strategy on Human Resources for Health\: Workforce 2030, the report of the UN High Level Commission on Health Employment and Economic Growth and WHO's General Programme of Work represent the main reference frameworks that determine the strategic and operational priorities of the health workforce department.

DESCRIPTION OF DUTIES

- Support the development tools and models for health labour market analysis Technical support and input to countries and regional partners on the development of the labour market analysis and support its implementation in countries;

 

- Contribute to the formulation of evidence-based policy advice based on econometric analysis related to the assessment of the health labour market;

 

- Undertake economic analysis for policy developments in the economics of the health labour market in the broader context of inclusive development and of the implementation of the recommendations of the High Level Commission on Health Employment and Economic Growth;

 

- Develop instruments to contribute towards capacity building of key stakeholders on the health labour market analysis and policies;

 

- In collaboration with the Data, Evidence and Knowledge Management Unit, provide technical support to countries and regional partners for the implementation of the National Health Workforce Account;

 

- Support the Coordinator in the development of innovative and effective HRH strategies based on the labour market analysis;

 

- Support the Coordinator in the development of the departmental work plan by providing inputs including for tools and guidelines development, and monitor its implementation;

 

- Liaise with other relevant technical departments/units/teams in the implementation of work plans and activities;

 

- Collaborate with counterparts in UN agencies, international, national and regional institutional partners for harmonization of joint action plans, and joint policy development, as applicable;

 

- Work closely and effectively in partnership with Regional Offices in implementing activities in countries; and

 

- Perform other tasks as required in the Unit or assigned by the Coordinator, Health Labour Market.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in economics, labour economics or health economics.
Desirable\: Advanced level degree in economics, labour economics or health economics with demonstrated expertise in labour economics.

Experience

Essential\: At least 5 years of progressive experience, in a national and/or international context, dealing with labour economics . Experience in multi-disciplinary labour market and employment analyses. Experience with national and global normative and policy processes in the health sector.
Desirable\: Demonstrated experience in analysing complex labour market micro-data using quantitative models at an advanced level and in analysing labour policies.

Skills

In-depth knowledge of health workforce development and health systems strengthening. Ability to produce high-quality technical documents on various issues of health systems and health workforce development. Ability to communicate clearly, taking into consideration a working environment which is multi-disciplinary, multi-cultural and international. Excellent interpersonal and analytical skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4072 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
