Background

The United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) is the UN Secretariat department responsible for bringing together humanitarian actors to ensure a coherent response to complex emergencies and natural disasters. OCHA also ensures that

there is a framework within which each actor can contribute to the overall response effort.

OCHA Sudan addresses and facilitates issues relating to coordination, communications and humanitarian financing, and serves the entire humanitarian community. In doing this, OCHA works with the Sudanese Government's Humanitarian Aid Commission (HAC) and other government counterparts. OCHA provides support to the Humanitarian Coordinator (HC) and the Humanitarian Country Team (HCT) in Sudan. Working with the entire humanitarian community, OCHA looks to foster a conducive operating environment that facilitates the effective delivery of humanitarian assistance (both material assistance and protection assistance). Crucially, OCHA promotes compliance with humanitarian principles in the humanitarian response. This is an essential element of effective humanitarian coordination and is central to establishing and maintaining access to affected populations, particularly in conflict-affected areas of Sudan.

Objective

This position will be based in Khartoum, Sudan, and the Finance Analyst, shall be under the general guidance and supervision of the Head of Operations, Admin finance Officer. 

Duties and Responsibilities

  • Advise and assist the head of operations in the preparation and coordination of financial activities; assuring the conformity of financial operations; verify and monitor the budget and oversee all financial transactions. 
  • Participate in the preparation and co-ordination of work and cost planning documents. Control budgetary implementation ensuring expenditure is in accordance with approved workplans; prepare, computerize and follow-up allotment requests, allotment transfers and work-plan amendments. Prepare cost plan revisions as required.
  • Preparation and monitoring of budget; regular expenditure analysis and reporting on the budget approvals and the delivery situation.  Advise Admin/Finance Officer on funds availability according to work plan, budget lines and special financial authorizations.
  • Prepare quarterly requests for funds (financial authorizations) in line with approved cost plans if needed.  Monitor expenditures against financial authorizations. 
  • Coordinate the production of financial reports for headquarters if needed.
  • Prepare and process payments through Umoja and UNDP as per the UN financial rules and regulations.  Make necessary follow-up on payments, claim settlements, DSA and other staff entitlements in line with Financial Authorization from Geneva.
  • Liaises with UNDP Sudan or Geneva/New York/Entebe finance focal points on all finance related issues.
  • Manage the petty cash custodianship in Khartoum and oversee petty cash management in the field offices.  The incumbent will review supporting documents, records and receipts, ensuring that replenishment are done in a timely manner.  Submit expenditure report for replenishment.   
  • Monitor salary payment to national staff liaising with UNDP to ensure timely payments. 
  • Drafts letters and other correspondence relating to administrative, financial and personnel activities and prepares related reports as necessary for internal use and for submission to Headquarters.
  • Support on issues for internal and external audits
  • Prepare, verify monthly IOVS for the Country office as required by Geneva Finance Unit.  Prepare UNDP rejected IOVs and communicate the same to Geneva.
  • Ensure proper archiving and filing of all finance related records.
  • Maintain a database for all payments to staff and vendors.  Additionally, maintain record and ensure correct banking details are reflected in Umoja and UNDP for staff/vendors
  • Coordinate cost recovery processing and crediting to UNDP
  • Preparation quarterly budget projections and submit to GVA
  • Work in line with the delegation of authority and the approved internal control framework.  This is in line with Umoja and internal established business processes.
  • Prepare monthly salary reconciliation and provide payment details for salary/other funds transferred to field locations
  • Prepare danger pay and overtime for all the national staff on a monthly basis
  • Other finance functions as required by Administration and Finance Officer

Required Skills and Experience

Education:

Master’s degree in Business Administration, Public Administration, Finance, Economics or related field. A first level university degree (Bachelor) in combination with two additional years of qualifying experience.

Experience:

  • Practical work experience in Finance and administration or related fields. Experience in the usage of computers and office software packages (MS Word, Excel, etc). 
  • Good working knowledge of ERP is mandatory.  Umoja will be an added advantage
  • Excellent knowledge of UN administrative and personnel rules and regulations.

Language Requirements:

Fluency in English required, including solid drafting skills. Knowledge of Arabic will be an added advantage.
