Background
Duties and Responsibilities
Function and Duties
The Project Manager will be responsible for overall coordination, management and delivery of project activities and outputs. Specific duties include:
Coordination Tasks
- Act as the Secretary of the Project Board and execution of their recommendations;
- Liaise with main stakeholders to ensure their roles are appropriately integrated into the project as envisaged;
- Support government to coordinate activities with the NDC Partnership/NDC Custer members through the Climate Change Department.
- Facilitate effective communication and decision-making between the project board, UNDP Global Support Unit, CCD and all stakeholders to ensure ongoing stakeholder cohesion and effective process management
Project Management
- Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the Project Document (ProDoc) and project log frame;
- Prepare annual and quarterly workplans for the project in coordination with the country office (CO) of UNDP and the implementing partner;
- Prepare the project monitoring and evaluation plan;
- Prepare Standard Progress Reports (quarterly and annual), annual work plans and budgets for consideration by the PSC;
- Supervise and coordinate work to ensure that project results match / document (s) of the project logical framework and indicators of outcomes.
- Coordinate with UNDP and the implementing partner to prepare mandatory reports that are part of the process of monitoring, evaluation and project budget in accordance with the requirements of (the) donor (s) specified in (the) project document and / or when they are asked.
- Monitor the project’s progress towards the attainment of the project outcomes and objectives, achievement of the project’s global environmental benefits;
- Identify the risks that could affect the achievement of the expected impacts and each of its proposals for implementation and the definition and implementation of appropriate mitigation strategies.
- Liaise with the UNDP Country office to ensure that project risks are updated in the UNDP ATLAS system.
Administrative Responsibilities
- Ensure that the project complies with the policies of the United Nations, in terms of regulations, procedures, reporting requirements and ethical standards.
- Ensure implementing partner knows the administrative procedures established by UNDP and ensure their proper implementation by both the implementing partner and responsible parties in implementation of activities receiving resources from the project.
- Ensure the correct use of the logos of UNDP, implementing partner and other donors in accordance with the instructions contained in the PRODOC.
- Take lead in preparing terms of reference for the consultants to be hired by the project, supervise and coordinate their work, and review and certify their products.
- Ensure the efficient and transparent management of physical and financial resources in accordance with UNDP requirements.
- Be responsible for managing the finances of the project following the regulations of UNDP and approve the administrative and financial reports, external communications and monitor the travel authorization procedures, staffing, equipment purchases, goods and services of all partners and members participating in the project.
- Control costs, the budget balance and ensure compliance with the commitments made in the project budget.
- Assume overall responsibility for financial resources, deliver the objectives set out in annual work plans, reporting on project funds and related record keeping.
- Facilitate project audits and evaluations, production of documentation required by UNDP, the Climate Change Department (CCD) and the project board;
Competencies
- Demonstrated substantive experience in working with developing countries and undertaking policy and programmatic work in the area of expertise mentioned above.
- Demonstrated experience in designing and facilitating capacity building processes in developing countries.
- Strong understanding of the links between climate change/environment and gender issues.
- Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations.
- Experience or strong familiarity with the work of UNDP and/or other multilateral, bilateral and civil society development partners.
- Excellent analytical, writing, and communications skills.
- Demonstrated ability to work in an independent manner.
Required Skills and Experience
Education: Master’s degree in any of the related areas: environment, energy, economics, business administration. Additional training in climate change mitigation and is an added advantage.
Experience:
- At least eight (8) years’ work experience in climate change/environment
- Experience in managing government and donor funded projects
- Demonstrated understanding of issues related to climate change, NDCs, Low Emission Development Strategies (LEDS), Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs);
- Experience in designing and facilitating capacity building processes;
