Consultant: Assessment of logistics supply chain and delivery mechanisms for nutrition commodities (4.5 months)

The purpose of the consultancy is to assess the current supply chain and delivery mechanism of nutrition supplies and information and education materials. The assignment involves identifying policy gaps and recommending solutions to strengthen on-time delivery and reduce stocks-outs in close coordination with the Department of Health and UNICEF technical staff.

Major Tasks

  • Review the existing distribution and supply chain mechanism at the national level.
  • Conduct bottleneck analysis of the supply and delivery mechanism of all nutrient supplies from the provincial to the barangay level through interviews, desk review and field visits.
  • Identify policy gaps both technical and operational levels with corresponding recommendations.
  • Conduct a consultation workshop together with the Department of Health Family Health Office to present the results of the assessment.
  • Draft an Administrative Order clarifying accountabilities for effective and efficient delivery of nutrition services.
  • Prepare an action plan with costed activities to address identified bottlenecks and strengthen the management of the supply chain and delivery systems.
  • Finalize the assessment report taking into consideration feedback and recommendation from the consultation workshop and various stakeholders.

Deliverables

  • Approved inception report.
  • Report on the review of the existing distribution and supply chain mechanism.
  • Report on the results of the bottleneck analysis which will be done in selected LGU’s.
  • Presentation on the identified policy gaps and recommendations
  • Documentation of the consultation workshop
  • Draft Administrative Order listing accountabilities of concerned agencies and proposed framework on delivery mechanisms.
  • Action plan with detailed and costed activities for enhancing the supply and delivery system.
  • Final and approved assessment report.

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in Nutrition, Public Health, Development Planning, Economics other related disciplines.
  • Technical expertise in supply chain and delivery mechanism and management
  • Familiarity with nutrition programming.
  • Previous experience in conductive assessment studies.
  • Demonstrated experience working with government partners and agencies in the national, regional and local level.
  • Previous experience working with nongovernment organizations, UN and other development agencies an advantage.
  • Excellent interpersonal and communication skills (oral and written).
  • Fluency in English and Filipino.
  • Ability to work with minimal supervision.
