Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Information Management Section
• Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section is responsible for activities that assist States in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international legal instruments, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section provides evaluation and assessment services, education and training activities, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section organizes a large number of evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.


Main Purpose

Under the supervision and guidance of the Section Head, the Nuclear Security Officer, Radiological Crime Scene Management (RCSM) will help MORC Section to support Member States in developing and sustaining effective and efficient nuclear security response capabilities, through the implementation of RCSM Training Courses and the design, development and delivery of an RCSM Instructor training course.

The Nuclear Security Officer (RCSM) will work with technical officers and experts to ensure that the RCSM training delivered by the IAEA remains up to date and accurately reflects the needs of States in managing Radiological Crime Scenes.

In addition, the Nuclear Security Officer (RCSM) will be responsible for carrying out portions of certain other implementation activities, such as assisting MORC section colleagues with the preparation of technical and international guidance documents, conducting training events, and participating in assessment and advisory missions. Further, he/she will be expected to provide support to the development of States Integrated Nuclear Security Support Plans (INSSP) in relation to RCSM capabilities and to the implementation of actions to support these Plans.


Role

The Nuclear Security Officer (RCSM) is (1) a technical expert in Radiological Crime Scene Management methodology, with extensive experience in the management of potentially contaminated crime scenes, (2) a technical specialist/scientific secretary, reviewing and updating guidance documents related to RCSM to ensure that they remain up to date and accurate, (3) a facilitator, conducting workshops on Radiological Crime Scene Management in accordance with IAEA guidance, and (4) a specialist in the design of training for law enforcement personnel, security personnel and first responders.


Functions / Key Results Expected

  • Conduct RCSM training courses in States in accordance with requests for assistance from those States;
  • Act as scientific secretary to formally review of existing RCSM training material, to ensure that it is current and appropriate;
  • Design, develop and deliver RCSM Instructor Training Courses;
  • Develop RCSM modules for INSSERV and INSSP missions;
  • Draft information on Nuclear Security Information Management Systems (NUSIMS) related to radiological crime scene management;
  • Undertake other other response-related activities, as required

 

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • University Degree in Nuclear Security related field, such as Law Enforcement or Counter-Terrorism, or relevant related experience specific to radiological crime scene management and/or response to nuclear security events.
  • At least five years’ experience in law enforcement or other, related activity. CBRN or nuclear security-related activities an advantage.
  • Proven experience in the delivery of training to an international audience and the design and development of training curricula and training courses.
  • Experience in working with national and international organizations or institutes is desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 30640, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
