Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for Community Services Team Leader to assist the Camp management team in providing oversite, team management and support to the CWC officer. 

About the job 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.  

 

The CS Team Leader is responsible to assist the Camp management team in providing oversite, team management and support to the CWC officer, the CS Officer and the volunteers. As CS team leader you will be required to build effective collaboration with a diversity of stakeholders, ranging from local authorities’ representatives at camps level, to humanitarian partners and community representatives structures. The CWC Team Leader supervises staff Officers as well as supports the management of volunteers and will be responsible for ensuring the quality and timely reporting of the teams work.

The CS Team Leader reports to the Camp Manager & will be required to  maintain close coordination with other DRC teams (Site management, Site Operations and Protection).

Your main duties and responsibilities will be:  

  • Support the SM team in ensuring coordination in the camp among actors, including government representatives, UN agencies, international NGOs and national NGOs and other service providers and refugee groups by supporting the camp manger in existing coordination mechanisms.
  • Responsible for monitoring CS teams activities and ensuring the team is on track with activities
  • Assist in developing and applying strong camp-wide communication strategy to ensure information is being disseminated to all camp residents using a variety of mediums.
  • Assist in working with Protection & Site Management in the development of key relationships with camp and government leaders in order to ensure smooth communication, activity implementation, data collection, and community outreach.

  • Develop and support representative committees and community groups, including through facilitating the formation of new groups, coordinating meetings and workshops, and implementing training.
  • Facilitate and report on Focus Group Discussions to identify the needs of the refugees.
  • Assist in the planning and development of community engagement and social cohesion activities, events and initiatives.
  • Train, mentor and support community groups to take leadership on activities and representative committees including the organization of recreational/ cultural activities.
  • Ensure community groups are consulted and involved in projects and outreach activities. 
  • Lead the elections and/or selection of the camp governance committee.

  • Support the community groups in training on identification of needs and community led projects.
  • Ensure quality and timely implementation of community led projects.
  • Work with the Information Management & Database officer and assistant to ensure timely, correct management of the complaints and feedback mechanism and delivery of monthly reports.
  • Support the production of IEC / communication materials as required.
  • Work closely with Site Management Team leaders to ensure sharing of information, updates on activities and close coordination between CWC and Site Management.
  • Assist in supporting any community services, youth activities, protection support and similar humanitarian programmes that may be undertaken in the camp.
  • Assist in overall day to day management of DRC’s CWC activities in and direct manager for staff members. This includes coaching, ensuring co-ordination between staff, and recruiting providing guidance, mentoring and support as required.
  • Provide weekly updates and tracking of teams progress and activities to the camp manager.
  • Provide feedback regarding work plans, contingency plans and general program implementation.
  • Other activities relevant to camp management, as requested by supervisor.

 

About you 

To be successful in this role we expect the following experience and technical competencies:

  • 2 years of experience in INGOs, specifically in complex emergency contexts.
  • Experience managing teams preferably in an emergency context
  • Substantial experience operating in a refugee camp environment, preferably undertaking Camp Coordination activities.
  • Knowledge of logistics and procurement processes looked upon favourably.
  • Experience in community services, youth activities, protection support and similar humanitarian programmes highly advantageous.
  • Ability to work with large, multi-cultural people in a changing environment.
  • Experience in working with national partners, local/government authorities, and UN organisations

 Education:

  • Advanced university degree would be an advantage.

Languages:

  • Local Language of Chittagong(preferable)
  • English (Fluent)
  • Bengali (Fluent)

We offer

Contract length: 6 Months with possibility of extension

Location: Cox Bazar (Kutupalong and Balikhali refugee camps)

Start date: as soon as possible

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff in Bangladesh
