Background

Under the guidance and direct supervision of the DRR the Communications Analyst implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP.  
S/he will develop and implement communication strategies and activities for UNDP programmes and projects, ensure informational support as needed, PR initiatives and awareness raising actions, act as lead communications coordinator for all related UNDP Belarus activities and produce a high-quality communication product.
The Communications Analyst works in close collaboration with the Management Support, Programme and Operations teams, staff of other UN Agencies, UNDP Communications Group staff (Regional Communications Adviser and HQ) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation.

 

Duties and Responsibilities

  1. Planning, design and implementation of internal and external communication and advocacy strategies in support of partnership strategies
  2. Ensures the implementation of the publications strategy and plan
  3. Supervision of the design and content coordination of the UNDP web site, intranet, CO web-based knowledge management system
  4. Support to business development
  5. Effective Coordination and management support to the Communications team
     

Planning and design of internal and external strategies for communications and outreach

  • Planning, elaboration and coordination of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc)
  • Drafting/editing and information gathering of CO communications and outreach strategy based on corporate communications strategy
  • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication components and strategies into all aspects of UNDP’s development programme during programme and project formulations.
  • Coordination and support to the development/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and press releases.

Implementation of the CO publications strategy and plan

  • Implementation of the CO publications strategy and plan, based on the corporate publications policy.
  • Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues.
  • Coordination and management of CO publication activities, such as content management, norms for publishing, design, etc.
  • Contact with printers and other suppliers to ensure production and ensure publications dissemination.

Coordination and Management of the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system

  • Management of the design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff.
  • Coordination of content providers and final preparation of content for the web sites and social media platforms to ensure relevance and consistency of the materials.

Support to CO Business Development

  • Support and coordination to development, promotion and maintenance of local and regional public information campaigns on issues including UNDP programme activities, UN Reform, and Sustainable Development Goals.
  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
  • Packaging and submission of programme initiatives for donor review in collaboration with programme and communications team
  • Support to the development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Ensure access for journalists to subject-matter experts and UNDP spokespeople.
  • Preparation and coordination of content for donor reports, civic education and community awareness where appropriate to support projects.
  • Effective responses to inquiries for public information materials.

Required Skills and Experience

  • University degree in media and/or public relations, journalism, publishing, communications. Master degree is an asset.
  • Up to 3 years of relevant experience at the national or international level in public relations, communications or advocacy. Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
  • Fluency in English and Russian. Belarussian an asset.
