Purpose for the job

As countries scale up vaccination programmes, more and more focus is placed on cold chain infrastructure not only to ensure that vaccines remain effective, but also to prevent the loss of significant resources should costly new vaccines be destroyed. New technologies have come to market that facilitate expansion of cold chain infrastructure in resource limited settings and simplify and reduce investment costs and risks. 

There is an increased demand for technical support on selection, procurement planning and commissioning of cold chain equipment and effective vaccine storage management.  Hence, UNICEF is seeking assistance in the form of a one year temporary assignment to support the technical function in the Cold Chain.

Summary of key functions/accountabilities:

Under the general guidance of the Technical Specialist Cold Chain, provides advice on technical issues related to the supply of cold chain products to UNICEF Country Offices and Procurement Services partners.

 

  1. Manage complex cold chain procurement projects;
  2. Provide support on temperature monitoring systems and help improve PQS standards and product development;
  3. Follow up of recommendations of post procurement surveys conducted by UNICEF-SD on WIC/F, Multi Log, 30 DTR;
  4. Support development of concept note (knowledge management portal) to support capacity development in cold chain guidance on selection, procurement planning;
  5. Support the technical screening of procurement requests for cold chain equipment received from external partners and UNICEF Country Offices, and guide on selection, quantification, sourcing, quality, commissioning and use of the required products;
  6. Contribute to UNICEF’s ability to strengthen country capacity in the area of cold chain products, identifies training needs and supports priority training and capacity building activities.

Education:

  • A completed Advanced University degree (Master’s) in refrigeration engineering, medical engineering, project management or relevant discipline, and/or public health.

or

  • *A completed 1st University Degree (Bachelor’s Degree) in refrigeration engineering, medical engineering, project management or relevant discipline, and/or public health along with a minimum of 10 years relevant experience that could be accepted in lieu of advanced degree.

  • Technical knowledge of cold chain products and complex temperature monitoring systems.

 

Experience:

  • Minimum 8 years of professional experience including at least three at the international level in a technical field of medical devices, project management, health programming and/or procurement;
  • Knowledge of cold chain products, temperature monitoring systems, worldwide sources, suppliers and markets; 
  • Previous experience within the UN or a similar international organisation / NGOs in developing countries and/or in related area is an added advantage.

     

Language requirements:

  • Fluency in English is required.
  • Knowledge of French is an advantage.
