The consultant will provide technical, operational and administrative assistance for UNICEF’s health and nutrition response at the northeastern border and Ruwayshed District. This will include liaising with the Rukban community to understand and respond to the changing health situation; monitoring the day-to-day activities of the UNICEF service delivery partner at the Rukban clinic; and coordinating with relevant stakeholders at the local level.

Background:

Since early 2016, UNICEF has been providing health and nutrition interventions for the Syrian refugees residing at Jordan's northeastern border with Syria, commonly referred as the berm. Since December 2016, UNICEF has supported a Health Clinic near the Rukban border crossing. The health and nutrition services are delivered under a mutually agreed SOP among UN agencies and the Jordanian Armed Forces so as to ensure coverage of essential services with minimal duplication. Since its opening in 2016, a total of 7,467 primary health care consultations have been provided through the UNICEF-supported clinic, 97 per cent for children under 5. The clinic also provides nutrition services for children under 5 and pregnant and lactating women including screening for, and treatment of, malnutrition and infant and young child counselling. Routine immunization was also introduced in March 2018. Referrals to hospitals in Jordan are provided for children in need of critical medical care.

 

OBJECTIVE:

To ensure the effective implementation and monitoring of the health and nutrition services at the berm, UNICEF Jordan is seeking a Health and Nutrition Consultant to be based in Ruwayshed to oversee their day-to-day coordination and implementation. In consultation with the Health and Nutrition Specialist, the selected candidate will also liaise with the Director of Ruwayshed Hospital to roll out support to health and nutrition interventions targeting vulnerable communities in Ruwayshed District.

 

DESCRIPTION OF ASSIGNMENT:

The consultant will provide technical, operational and administrative assistance for UNICEF's health and nutrition response at the northeastern border and Ruwayshed District. This will include liaising with the Rukban community to understand and respond to the changing health situation; monitoring the day-to-day activities of the UNICEF service delivery partner at the Rukban clinic; and coordinating with relevant stakeholders at the local level.

  • Deliverable 1: Continuously assess the unmet humanitarian health and nutrition needs in the Rukban community to support programme development and planning;

  • Deliverable 2: Monitor and provide day-to-day support for health and nutrition activities performed by the UNICEF service provider at the Rukban clinic

  • Deliverable 3: Support regular capacity building for Rukban Clinic staff to enable continuous improvement of the quality of the health and nutrition programme at the berm

  • Deliverable 4: Develop a system to track, support (including newborn kits and other critical NFIs) and regularly follow up on children with critical medical conditions referred to Hospitals inside Jordan;

  • Deliverable 5: Monitor the presence and effectiveness of UNICEF's Community Health Volunteers in Rukban and explore feasible ways to improve their capacity and how to work with them to further maximize their reach to vulnerable women and children within the community;

  • Deliverable 6: Work closely with UNICEF Operations and Supply colleagues and the members of the Health and Nutrition team based in Amman to manage supplies and ensure technical assistance is provided as required;

  • Deliverable 7: Coordinate with health and nutrition actors, as well as other relevant partners, in Ruwayshed-based coordination mechanisms;

  • Deliverable 8: Under the supervision of the Health and Nutrition Specialist, coordinate the roll out of the agreed programme of support to the Ruwayshed District Hospital.

Reporting requirements:

The consultant will be responsible for collecting, analyzing, verifying and synthesizing health and nutrition data to facilitate programme development, monitoring and reporting. The consultant will also be responsible for preparing technical reports and inputs for regular donor updates, situation reports, communications materials and other documentation, ensuring accuracy, timeliness and relevancy of information. In collaboration with the Health Specialist s/he will also be expected to prepare required documentations/materials to facilitate the programme review and approval process.

 

Travel arrangements:

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual.  Therefore, expected travel costs must be included as a budget item in the financial proposal. Should mission travel be required, UNICEF will manage and pay for travel via Travel Authorization.   However, this will be subject to the following prerequisites:  Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant. Travel cost shall be calculated based on economy class travel, regardless of the length of travel.  Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). 

 

To qualify as an advocate for every child you will have: 

Education: A University Degree in medicine, public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, health education, epidemiology or other health-related sciences is required.

 

Work experience: One year of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care or humanitarian health response/preparedness.

 

Technical knowledge: Health or nutrition background (a combination of clinical background with nutrition experience or vice versa is an asset. Technical knowledge in health and/or nutrition programming in a humanitarian/refugee/IDP setting is preferred.

 

Language: Fluency in English and Arabic is required.  Knowledge of another official UN language or a local language is an asset.
