Background

In the framework of the project above, the UNCTAD ASYCUDA Programme provides the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (the SRC MF RK) technical assistance and support for the modernization and automation of the Customs procedures and the implementation of the automated system of Customs and Tax Administration (ASTANA-1). The project is scheduled to last 18 (eighteen) months. An important component of this project is the technical and functional training of the SRC MF RK staff.

The implementation of this project requires local support services for the UNCTAD project team, to ensure the prompt and professional implementation of the project's activities, e.g. training, customisation of software (translation, integration of national legislation and codification etc), development and testing of the ASTANA-1 prototype, piloting, rollout, administration and maintenance etc).

UNCTAD ASYCUDA Programme and the SRC MF RK will work closely during on implementation of the Project's activities in time and at the required quality level. He/She is expected to provide the project support services in the timely manner and at the good quality level.

Duties and Responsibilities

The Project Assistant will provide support to the Project Manager (PM) in implementation of everyday activities under the Project and will work under direct supervision of Project Manager. The Assistant will be responsible for all administrative (contractual, organizational and logistics) issues and the issues related to procurement (procurement of services and goods, payments, accounting, cash management and others).

The duties and responsibility of the Assistant will include:

  • Organisation and processing of paper and electronic correspondence related to the ASTANA-1 project, including translation, as required ;
  • Organisation and maintenance of the administrative/functional/technical documentation of the project (English and Kazakh/Russian);
  • Organisation of project meetings, awareness workshops, training events, including drafting of meeting minutes, translation and travel arrangements;
  • Translation of  Customs documents and tariffs , ASTANA-1 system templates, IT user manuals;
  • Interpretation at meetings, facilitating the communication between the UNCTAD ASYCUDA experts and the SRC MF RK staff;
  • Liaison with relevant SRC MF RK departments, UNDP Office in Astana, local service providers etc;
  • Performing other administrative functions, as required.

  • Coordination and reporting of any actions to Project Manager;
  • Provide on-time and quality performance of the requirements under ToR;
  • Provide absolute fulfillment of the requirements stated in the Service Contract.

Required Skills and Experience

Education:
  • Bachelor degree in the field of business management, international relations, business administration or other related fields. 
 
Work Experience:
  • At least two years of work experience in administrative support of office operating with international or foreign projects or organizations;
  • Computer proficiency in Windows environment; 
  • Experience of work in the Customs, trade facilitation or ICT technology areas, interpretation at official meetings (e.g. governmental officials with UN), technical IT and functional documentation, user-manuals etc. would be a strong advantage.
 
Language requirements:
  • Proficiency in English, knowledge of Customs and IT terminology in English and Russian, good Kazakh.
