Purpose for the job Under the supervision of the Monitoring and Evaluation Specialist P3 and close collaboration with Planning, Monitoring and Evaluation Section and Monitoring Working group, the incumbent is responsible for contributing to the implementation of the information management (IM) strategy in TCO with focus on Statistics Analysis and Database Management.

How can you make a difference?

We are looking for a dynamic, innovative, highly effective Information Management Officer, who will be able to adapt and deliver results under pressure, and performing the below functions:

  1. Information Management

Support the UNICEF Monitoring WG, the Planning Monitoring and Evaluation (PME) section and the programme sections in the CO and FO in assessing existing IM systems, identifying gaps in data management and strengthening them in line with the Country Programme monitoring and reporting needs.

Support PME and programme sections by providing technical IM support to national counterparts as well as partners in strengthening or developing IM systems in line with the Country Programme needs.

Develop and/or strengthen information management tools for data collection, analysis and visualization to facilitate monitoring, reporting and decision-making in line with the Country Programme needs.

Manage the databases included in the TCO knowledge management platform. Ensure consistency of data across UNICEF databases and documents. Ensure that all UNICEF datasets are properly catalogued and backed up. 

Contribute to identify ways to strengthen and continuously improve monitoring and information management systems within UNICEF, including through possible innovative approaches.

Coordinate the deployment and/or management of new information management tools

  1. Data analysis and visualization

Support the UNICEF Monitoring WG, the PME and programme sections in the CO and FO in data analysis, data visualization through infographics and maps.

Support the Monitoring WG in data analysis of survey data for monitoring purposes and in data quality and consistency control.

  1. Capacity building 

Contribute to the development of the M&E capacity building plan for TCO and to the implementation of the capacity building activities related to information management and data analysis. If required, develop user-friendly manuals to maintain institutional knowledge.

Support PME and programme sections in building the IM capacity of national counterparts as well as partners in line with the Country Programme needs.

  1. Coordination and Networking

Liaise with development partners and the UN Interagency IM Task Force to exchange data and analyses, especially related to the response to the Syria crisis.

Coordinate data analysis, visualization and mapping that require a multi-sectoral approach and involvement of several programme sections and partners.

To qualify as an advocate for every child you will have

Qualifications:

  • Master Degree in Statistics, Computer Science, Information Systems or similar discipline required
  • A minimum of 2 years of proven experience in:
        • Using online and other data collection tools such as KoboToolBox, ODK, or similar;
        • Quantitative data analysis (including use of advanced Excel and at least one statistical computing software such as R, STATA, SAS, SPSS);
        • Data visualization using graphic and mapping software like PowerBI, Tableau, QGIS and ArcGIS.
        • Previous experience working with the UN and/or international organizations in humanitarian response is an asset;
        • Experience of work with software typically used by the UN in humanitarian response (i.e. ActivityInfo) is an asset.
  • Fluency in English is required, Turkish as mother tongue is required, Fluency in Arabic is an asset.
