1. Role and responsibilities

The Collaborative Dispute Resolution (CDR) Information Field Assistant will assist in the day-to-day provision of quality information and counselling services on civil documentation, legal stay and housing, land and property rights, with a special focus on the use of collaborative dispute resolution techniques.

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of legal services and  collaborative dispute resolution activities according to the established plan of action
  3. Conduct field visits according to agreed procedures and work plans
  4. Provide information and counselling to beneficiaries on access to basic services and legal issues (especially housing, land and property rights), in accordance with ICLA scripts and advisories
  5. Apply collaborative dispute resolution techniques at field level and conduct proper follow up
  6. Work cooperatively with the beneficiaries and other relevant stakeholders.
  7. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  8. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Coordinator

Specific Responsibilities

  • Assist in ICLA collaborative dispute resolution cases, in accordance with ICLA guidelines and procedures
  • Liaise with ICLA lawyers when provision of counselling and legal assistance is required, in coordination with the Legal Field Officers
  • Provide inputs to the CDR Information Field Officer on information, legal and protection needs of target communities that are identified during the course of information and counselling activities;
  • Liaise on a working-level with other humanitarian actors in order to coordinate activities and exchange information, including attending meetings in close liaison with the CDR Information Field Officer and CDR Team Leader.
  • Assist in maintaining positive relationships with host and beneficiary communities through timely and clear sharing of information;
  • Participate in team meetings,  information sharing and discussing ICLA response to challenges and identifying lessons learned
  • Undertake routine administrative tasks, as requested by the CDR Information Field Officer and CDR team leader.
  • Organize ICLA documents in a timely manner and in accordance with the ICLA filing structure, tools, confidentiality and protection principles
  • Provide inputs to ICLA reports on activities, challenges and suggestions, as required by the CDR Information Field Officer and CDR Team Leader.
  • Prepare and develop status reports as required by management
  • Assist in following established referral pathways and procedures in the Bekaa

1. Professional competencies

  • Bachelor degree in Law, International Relations, Social Sciences or equivalent
  • Minimum of 1 year of relevant work experience
  • Experience working in similar positions  in the humanitarian / development sector
  • Experience of working with IDPs / refugees
  • Experience in providing information and counselling services
  • Knowledge of collaborative dispute resolution and housing, land and property rights
  • Experience in community sensitization
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English and Arabic, both written and spoken.
