Under the direct supervision of the Senior Evaluation Specialist, the incumbent will provide support for background research work, management and quality assurance of 2-4 evaluations that will be implemented during the contract duration. This includes technical support for the ongoing evaluation of the joint FGM evaluation, the joint Child Marriage evaluation, the Gender Action Plan Evaluation and the Evaluation of the Common Chapter of the Strategic Plan and other joint or UNICEF specific evaluation activities as needed.

Under the direct supervision of the Senior Evaluation Specialist, the incumbent will provide support for background research work, management and quality assurance of 2-4 evaluations that will be implemented during the contract duration. This includes technical support for the ongoing evaluation of the joint FGM evaluation, the joint Child Marriage evaluation, the Gender Action Plan Evaluation and the Evaluation of the Common Chapter of the Strategic Plan and other joint or UNICEF specific evaluation activities as needed.

How can you make a difference?

Description of Duties:

1. Provide concurrent technical support and backstopping to 2-4 major evaluations being led by a Senior Evaluation Specialist in the Evaluation Office:

  • Gather key background documents for use in developing evaluation Terms of References and subsequently for use within the full evaluation.
  • Support procurement and recruitment of the evaluation team. Assist in the review of proposals submitted by preparing tabulation of applicants for the evaluation team that will feed into the selection process.
  • Collect and present relevant information for all phases of the evaluation in a concise and digestible format for use by the consultants.
  • Knowledge management: build an electronic depository of evaluation-related publications, reports and data sets for use in the evaluation and maintain until project finalization.
  • Liaise with NYHQ Divisions, Country and Regional Offices to facilitate site visits and interviews.
  • Read and comment on interim products and report drafts as a member of the professional review teams; consolidate comments by all reviewers for transmission to the consultants: Support evaluation report editing and formatting for publication.
  • Support dissemination and management response actions such as preparing reports for publication and administratively organizing debriefings and response meetings.
  • Provide quality professional support to ongoing EO activities, including background research and scoping for upcoming evaluations.

2. Ad-hoc project-based efforts to advance the Institutional Effectiveness Portfolio, as per the Senior Evaluation Specialist.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences.
  • Two to five years of progressively responsible experience in evaluation and in supporting evaluation management.
  • Experience with evaluation offices of UN organization is necessary.
  • Ability to express clearly and concisely ideas and concepts in written and oral form and to prepare publishable documents.
  • Strong analytical, quantitative and qualitative research skills.
  • Excellent computer skills, including familiarity with main statistical packages.
  • Strong communication skills; fluency in spoken and written English is a must; knowledge of another UN language is a plus.
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relations, both within and outside the organization.
