The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs). 
The United Nations Regional Service Center in Entebbe (RSCE) is a shared service centre based in Entebbe, Uganda.  The center consolidate administrative and support functions previously located in various field missions in a less volatile, more family friendly regional location, with the goal of providing efficient, client-orientated and scalable services while reducing the missions’ footprints to UN field missions across Africa.

UNOPS has been requested to assist RSCE in support of their work.


Functional Responsibilities

Under the overall supervision of the Senior UNOPS Programme Manager, the incumbent for this post will be placed in Entebbe, Uganda in RSCE.

The Analytics and Monitoring Analyst will closely work with the Chief Regional Service Centre Entebbe (RSCE)  and  will oversee, as part of the Project Management Team (PMT), all ongoing and future major construction projects at United Nations Entebbe Support Base (UNESB).

The main responsibilities will include but are not limited to the following:


  • Provide overall technical assistance and technical control/inspection to construction projects, from their planning to their implementation and monitoring. Technical controls may include a site preparation audit, control of work in each construction phase (from start to the end of works), design and contractual requirements’ compliance verification, codes and standards’ compliance verification, materials suppliers’ certification and monitoring, quality control of incoming materials.
  • Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.
  • Provide an on-going monitoring system on site during the construction process in order to reduce risks related to compliance and rework through prompt identification of non-conformities and careful follow-up activities to ensure their resolution.
  • Responsible to ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and recognized quality standards.
  • Monitor and evaluate performance of contractors and service providers.
  • Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
  • Support ES in all tender exercises for the procurement of construction and consultancy services.
  • Take responsibility for overall progress and use of resources for RSCE.
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to stakeholders is achieved.
  • Prepare interim - final project and handover reports and maintain the relevant project records.
  • Advise on project budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Responsible to streamline work processes and improve workflow by sending all the RSCE job requests to the relevant units in ES, after having verified and analyzed the nature of the job requests.
  • Responsible to follow up with ES relevant units regarding the day-to-day activities that may affect RSCE operations.
  • Assist to implement and maintain an efficient maintenance service for all the dwellings at UNESB.
  • Provide assistance to improve safety and security in workplace.

The result of work of the Analytics and Monitoring Analyst impacts on the delivery of RSCE. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards.

Education/Experience/Language requirements

Education:
  • Master’s Degree, preferably in Engineering, Information Systems, Business Administration or Management or other relevant discipline is required.
  • A Bachelor’s degree in combination with additional two years of experience may be accepted in lieu of the Master’s degree.
  • Secondary education in combination with eight years of experience may be accepted in lieu of a Master's degree.
Experience:

Required:

  • Minimum 2 years of combined experience required in engineering and information technology
  • Minium 2 years experience in developing and producing reports and analytics
  • Minimum 2 years experience in engineering (preferably in construction) projects
  • Minimum 1 year experience in drafting proposal, reports and planning documents

Desirable:

  • Ability to do cost benefit analysis and risk assesments
  • Excellent communication skills and good IT understanding
  • PRINCE 2 Certification
Language Requirements:
  • Fluency in written and oral English is required.
  • Knowledge of a second UN language is desirable.
