JOB TITLE: Learning and Development Specialist (HR).

TYPE OF CONTRACT: Consultancy (Project-based), Regular Contract.

UNIT/DIVISION: Human Resources Division, HR Capability Development Branch (HRMTC).

DUTY STATION (City, Country): Based in Rome, Italy, with likely travel to WFP country offices.

DURATION: 2-year project. (Contract duration maximum 11 months with one-month break, with the possibility for 2nd 11-month contract)

PROJECT BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP is seeking to hire a highly competent Learning and Development Specialist (HR) with demonstrable expertise in building staff capability in a large international organisation or enterprise. Applicants should also be able to demonstrate extensive experience of developing and conducting learning needs analyses in a large international organisation or enterprise. The role also involves the incumbent being deployed to support WFP Country Offices in conducting organizational alignment reviews.
This role will join a team of HR professionals, with responsibility for customizing and delivering learning solutions that will ensure that the workforce in WFP’s country offices is equipped with the required skills and capabilities to achieve the country offices’ strategic objectives.

 

REPORTING LINES AND DELIVERABLES:

This role will receive technical direction from and line reporting to the Chief of WFP’s Capability Development Branch (HRMTC) but will also be a member of a wider team of HR experts who are conducting organization design and alignment reviews in country offices.



The role will:  

Contribute to the continuous development of a practical LNA Toolkit for country offices, including implementing a standard framework, methodology and template for the planning and implementation of actions with the objective of addressing the identified country office learning and development needs.

  1. Deploy to country offices, customizing and rolling out a standard Learning Needs Analysis (LNA) approach that ensures effective support and contribution to a broader Country Office Organizational Alignment project.
  2. Utilising the LNA toolkit, work with country offices to conduct, or technically advise on, learning needs analyses (LNAs); including how to translate LNA findings and recommendations into realistic learning and development plans.
  3. Provide continuing learning and development expertise to country offices through all phases of the LNA process - capturing data, identifying and analyzing global trends/needs and proposing learning solutions.
  4. Develop a deep understanding of WFP‘s learning offerings as managed via its global learning management system.
  5. Guide country offices in sourcing of appropriate resources, enabling staff to optimize the use of these resources.
  6. Build LNA capability and capacity in field-based colleagues, and across WFP Functions and Divisions.
  7. Collate and manage country offices LNA findings into a database of learning and development needs for the field, informing both Functional management and HR management of common priority learning and development needs in the field.
  8. As a result of the findings/trends, update all relevant LNA tools and guidelines.
  9. When required, support colleagues in the HRMTC branch in providing guidance and expertise to Subject Matter Experts (SMEs) and Functional/Regional learning focal points on the development of learning solutions (e.g., learning needs analyses, formulation of learning objectives and KPIs, identification and development of appropriate design and delivery mechanism to meet needs of target audience, guidance in development of programmes, evaluation of learning outcomes and business impact.

QUALIFICATIONS & EXPERIENCE REQUIRED:

 Education:

  • University degree in adult education, HR, instructional design, or related fields.
  • Advanced degree/qualification in applied/organizational learning is a distinct advantage.

Experience:

  • 3+ years of demonstrable experience in developing and delivering learning needs analyses in various-sized organizations, ideally international organisations or enterprises.
  • Evidence of engaging with a wide range of stakeholders across the organisation and creating learning and development plans, capturing and analyzing lessons learned.
  • Proven experience in sourcing and proposing learning and development solutions to meet the needs identified in LNAs conducted.
  • Some experience of traveling and working in a variety of organizational and geographic situations.
  • Some experience of the UN system is desirable but not essential.

Knowledge and Skills:

  • Proven expertise in conducting LNAs in a wide range of environments.
  • Expertise in LNA theory and techniques.
  • Excellent knowledge of learning concepts, principles, tools and methodologies.
  • Proven ability to partner with senior management to understand priorities and provide expert advice on learning and development solutions.
  • Ability to work with people from different backgrounds, ethnicities, and cultures.
  • Demonstrate confidence and cognitive capacity to assimilate different perspectives and formulate recommendations.
  • Some knowledge of UN HR policies and practices related to learning is desirable but not essential.

Languages:

  • Excellent knowledge of English.
  • Good working knowledge of a second UN language preferably French, Spanish or Arabic is highly desirable.
