BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Human Resources Talent Acquisition and Deployment Team (HRMTAD) of WFP is currently engaged in a series of special HR projects in talent management, as part of the continuous transformation of the HR function. Of significant importance and visibility to WFP’s senior management and the wider UN system, the team has developed a Corporate Framework for Workforce Planning in response to not only the increasing challenges in managing such a complex and globally dispersed workforce such as WFP’s, but also in view of the internal and external observations made of WFP’s capacity to purposefully manage its workforce for the future.

Reporting to the Workforce Planning Project Manager, the HRMTAD requires Workforce Planning Consultants to complement the existing team to evolve this ambitious 2-year project, which is to implement the Corporate Framework for Workforce Planning across 13 functional areas, to build a global workforce plan for 16,000 staff and to ensure alignment and integration of these plans with the Country Strategic Planning (Country Office level) process. The consultants will work in close collaboration with project team members nominated from the relevant functional area.

ACCOUNTABILITIES:

1.    Conduct desktop reviews and stakeholder meetings to assess the current strategic direction of the function or Country Office, forecast possible future scenarios and derive insights into the implications of these on the workforce. Communicate these insights to relevant stakeholders.

2.    Identify the capabilities needed to deliver on business strategy, as well as key positions needed in the future.

3.    Identify the current workforce and its relevant characteristics, including current skills of the workforce through skills gap analyses, talent reviews and/or functional talent assessments. Prepare appropriate communications to roll out across target groups in order. Communicate findings to relevant stakeholders.

4.    Assess future supply of internal talent through data analysis, potential ‘risks’ such as reassignments, retirements or other loss of talent, consultation with functional subject matter experts and HR data science colleagues. Project a supply versus demand model for the relevant area, and identify gaps.

5.    Develop a strategy to close gaps by identifying appropriate talent solutions over the short, medium and long-term. Include costs, timeframes and benefits as part of a communication and engagement strategy that builds buy-in of the workforce plan across different stakeholder groups.

6.    Work in continuous collaboration with HR colleagues across WFP to ensure continuous integration with other talent initiatives, which will include initiatives launched from headquarters or the bureau, or programs developed at the Country Office level.

7.    Prepare appropriate communications materials throughout the project in order to keep all stakeholders informed of progress, to request action from stakeholders or to build engagement in the project.

8.    Monitor the implementation of the workforce plan, conduct a lessons-learned exercise and mainstream workforce planning practices into the relevant area so that it is a continuous process.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Degree in Human Resource Management, HR data analytics, Organisational Development or related field of study.

Experience:

Minimum 3 years of progressive professional experience in implementing a corporate workforce plan, or in rolling out talent management programs on a global scale. 

Knowledge & Skills:

Strong consulting skills, coupled with excellent interpersonal skills, to collaborate and influence internally with various stakeholders and subject matter experts

Strong data analytics skills, with the ability to derive insights, propose solutions from data sets

Ability to work with ambiguity, to take a constructive approach to overcome challenges and build consensus across diverse and global teams.

Excellent project management, reporting and presentation skills, using Microsoft Office (Word, PowerPoint, Excel).

Excellent and demonstrated capability to work collaboratively within and across teams to build engagement and connect.

Languages:

Excellent command of English - fluency (level C) in oral and written English is essential.
