OBJECTIVES OF THE PROGRAMME

The Mekong Malaria Elimination (MME) team in WHO Cambodia supports malaria elimination in the Greater Mekong Subregion (GMS) through partnership coordination; advocacy and communication; and cross-country projects.

DESCRIPTION OF DUTIES

In close collaboration with the other WHO technical officers and surveillance focal points at National Malaria Control Program (NMCP) in Cambodia and other GMS countries, an incumbent will lead the collection, sharing and analysis of malaria surveillance data. He/she will also maintain and update the WHO GMS malaria surveillance database, Regional Data Sharing Platform (RDSP). Specifically, the incumbant will carry the following functions\:

 

Lead the work to improve the malaria surveillance data collection, storage and use in GMS countries.

 

1) Ensure monthly data submission to the national surveillance databases in all GMS countries, to enable timely analysis of data and response.

 

2) Lead training and provide technical assistance for surveillance officers in NMCPs on the use and analysis of WHO GMS Malaria Surveillance database (RDSP) for timely analysis and programmatic actions.

 

3) Provide technical guidance, oversight and training to the WHO Special Service Agreements (SSAs) holders in GMS countries to ensure timely data collection, upload to the RDSP and analysis for NMCPs and WHO, jointly with the technical officers in WHO country office in GMS countries.

 

4) Organize annual regional surveillance meeting for GMS countries to review/facilitate the malaria surveillance data collection and use.

 

Lead the technical work to link different surveillance databases

 

1) Develop a programme to link between national database to WHO RDSP to ensure smooth data sharing between GMS countries and WHO.

 

2) Establish automatic link between MME and WPRO/SEARO regional databases, to streamline the data sharing among WHO databases.

 

Perform any other task as may be assigned by the Coordinator, MME

 

1) Generate reports, analysis and presentations for key meetings upon request by WHO. MME/WPRO/SEARO/HQ and GMS countries (e.g. WHO GMS Senior Management Meeting, GMS surveillance bulletin, cross-country collaboration meetings).

 

2) Any other assigned tasks.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in computer sciences or information technology from a recognized university.
Desirable\: Advanced training or qualification in DHIS2.

Experience

Essential\: Minimum two years' of relevant work experience in developing and maintaining a database related to health care setting.
Desirable\: An experience in developing and maintaining database related to health surveillance or in disease elimination programme (e.g. polio, malaria, or other tropical diseases). International experience within WHO or other UN organizations.

Skills

Knowledge of IT programming skills including the C#, SQL, GIS software and District Health Information System (DHIS) 2 platform.Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high degree of personal conduct.

Essential\: Written and spoken fluency in English and Khmer are required.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 36,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
