Job Description

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. With the current Iraq crisis IRC Iraq will start an integrated health, WASH and protection program.

The Database assistant is responsible for the development, performance, integrity and security of the IRC’s ERD programme database. S/he is expected to take a proactive approach to the design, improvement and roll-out of data management processes in the program.

RESPONSIBILITIES:

  • Support the Senior Database Officer, maintaining and improving a beneficiary database.
  • Ensure forms, databases, and record keeping comply with international and IRC standards of working with beneficiaries and ensure the highest level of confidentiality of unique beneficiary information.
  • Support the Senior Database officer in Modifying existing data tracking sheets and databases according to programmatic M&E requirements.
  • Ensure data security and accuracy of data entry.
  • Ensure ERD databases are always up to date and accurate. .
  • Test databases, correct errors, clean data and make necessary modifications and refinements as and when necessary.
  • Support the MEAL and programme teams in collecting and maintaining datasets.
  • Working with ERD programs in all regions within the country in data collection processes and follow up on any issues to ensure the data accurate and validated.
  • Engage with the Cash Consortium of Iraq and Cash Working Group of Iraq to share and adopt best practices and harmonization in data collection processes. And avoid duplication and maximize outreach and coverage of affected populations’ needs.
  • Any other duties as assigned by the supervisor.

Position Reports to:ERD Senior Database Officer.

Indirect Reporting:NA

Other Internal and/or external contacts:

Internal:ERD Coordinator, Cash Manager, Livelihoods Manager, and MEAL Manager

External: ERD Field staff, Database team with partner organizations.


Qualifications

  • Education: Bachelor of Science in Economics, Statistics, Computer Science or related field
  • Prior experience in an NGO or INGO, preferably in a similar capacity.
  • Work Experience:
  • Excellent reporting skills using Excel and Access.
  • Demonstrable capacity for working effectively in a multi-disciplinary and cooperative team environment
  • Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, data analysis, using pivot tables, and charting/visualizing data.
  • Strong attention to detail and excellent data quality assurance and data cleaning skills
  • INGO experience in humanitarian settings.
  • Demonstrated experience and knowledge in developing and managing databases.
  • Demonstrated experience and capacity in coordinating field-level data collection and team oversight across multiple geographies.
  • Demonstrated experience of using Survey CTO and Commcare platforms.
  • Experience with mobile data collection and mobile payment systems – Experience with XLS forms development and background using ODK/Ona/KoBo or similar platforms
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Language Skills:Fluency in spoken and written Arabic and English required. Kurdish is a plus.

WORK ENVIRONMENT

The position is based in Erbil, Iraq; the will be required to travel to project locations in Iraq.
