Organizational Setting

This position is located in Nairobi, Kenya, and will serve all FAO offices in Somalia and in Nairobi.

 

Reporting Lines

The Human Resources Consultant reports to the Administrative Officer, under the overall supervision of the FAO Representative.

 
Technical Focus

Human Resources workforce planning, recruitment, talent acquisition.

 
Tasks and responsibilities

Under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Administrative Officer, the incumbent will be responsible for implementation of the HR policy at FAO Somalia and effective delivery of HR services. He/she will apply HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues.

 

Specifically, the incumbent\:

  • Ensure compliance to corporate policies and guidelines by providing day-to-day advice to the management and teams on various issues including policies and procedures, in order to ensure consistency and understanding at all levels
  • Provide high quality HR support and decision-making to management on operational human Resources issues including in the areas of job design, recruitment, rewards, performance management, administration of entitlements and benefits and occupational health and safety
  • Provide oversight for the entire recruitment cycle including supporting the development of job descriptions, vacancy announcements, screening of candidates, setting up interview panels and conducting background checks on prospective candidates
  • Supervise on-boarding and induction for all new staff by preparing induction packs and providing access to the relevant organizational materials and off-boarding staff through initiating the separation clearance processes for terminations and conducting exit interviews for staff leaving the organization
  • Advise staff on the terms and conditions of their employment and refers to the Shared Service Centre for complex cases
  • Advise and guides managers in workforce planning and reviews and makes recommendations for job classification proposals with reference to FAO pay structures;
  • Review terms of reference and recommends appropriate grades and pay levels for consultants and national staff before hire
  • Act as focal point for learning and development, develops and maintains the yearly learning plan and manages the learning and development opportunities and personal development plans to ensure effective learning within the organization
  • Oversee the performance management system, ensures that poor performance is addressed appropriately and in a timely manner, and links the annual performance reviews to the learning and development opportunities taken by staff in the year and the annual salary increments received
  • Monitor and reviews the HR work plan
  • Identify inconsistencies and delays and submits proposals for improvement, to ensure that all planned operational activities are carried out
  • Prepare monthly, quarterly and ad hoc reports for management/other UN agencies regarding staffing and common costs submissions
  • Review and make recommendations for improving the HR function and systems that support FAO Somalia
  • Act as alternate of the International Administrative Officer
  • Perform any other duty related to HR or Administration.
 
 
 
 
 

 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field;
  • Five years of relevant experience in human resources management and administration, including demonstrated experience in management and in staff servicing;
  • Working knowledge (level C) of English and limited knowledge (level B) of another official language of FAO ( French, Spanish, Arabic, Russian, Chinese )

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Extent and relevance of experience in human resources, management, administration and staff servicing
  • Extent and relevance of experience in development and implementation of human resources policies and procedures
  • Familiarity with automated Human Resources information system.
