Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions, the Economic Commission for Africa's (ECA) mandate is to promote the economic and social development of its Member States, foster intra-regional integration, and promote international cooperation for Africa's development. Made up of 54 Member States, and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions to address the Continent’s development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function.
The Sub-Regional Office (SRO) for Southern Africa serves the following countries: Angola, Botswana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe.
This position is located in the Sub Regional Office (SRO), Southern Africa, in Lusaka, Zambia. The Chief of the Section reports directly to the Director of the Sub-regional Office (SRO).
Under the direct supervision of the Director, Sub-regional Office, Southern Africa the incumbent will be responsible for the following duties:
• Provides policy advice and strong intellectual guidance and direction on issues of inclusive industrialization, economic development and regional integration and support the Director of the office in the development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures especially related to industrialization issues.
• Plans and oversees the management of activities undertaken by the inclusive industrialization Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other divisions/SROs of ECA and the United Nations System, donors and agencies as appropriate.
• Manages, supervises and carries out the work programme of the inclusive industrialization Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive leadership in preparing policy papers on industrialization, and reviews of drafts prepared by others.
• Provides substantive technical support and advisory services to member-states on issues of industrialization and economic development in Southern Africa
• Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental Committee of Experts meeting of the office, Conference of Ministers of ECA and others, as appropriate.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
Work implies frequent interaction with the following:
Senior managers and staff within the Division, Department, Office, Commission and/or Mission.
Staff within the UN Secretariat, Missions Heads and other UN offices, funds, programmes and specialized agencies.
Representatives of regional institutions like COMESA, SADC, and other key stakeholders.
Representatives of Governments and representatives of non-governmental organizations. Chairs and members of intergovernmental bodies.
Results expected: Produces high-quality outputs on key industrialization issues. Effectively assists, guides and supports staff in the section in meeting their objectives and outputs. Provides substantive support in the servicing of various committees and intergovernmental bodies. Effectively develops staff under his/her supervision, including their on-going learning and development.

An advanced university degree (Master’s or Doctorate) in economics, industrial development, development planning and related social science fields is required. Doctorate in the specified fields is highly desirable. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes, industrialization issues at the level of theory and practice, and a track record of publication in the domain of industrialization and related area are required. Experience on working on industrialization in Africa is desirable.Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.Assessment
