NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

                                                                       ICLA Officer -Protection Focal Point 

The role of the Protection Focal Point, includes supporting ICLA teams to mainstream protection (integrating protection principles and Do No Harm into ICLA programming and promoting meaningful access, safety and dignity in the delivery of ICLA services).

With the support of NRC’s Protection Advisor, the Protection Focal Point will support ICLA teams to develop referral pathways, to identify and refer protection cases and ensure that gender, age and diversity are mainstreamed throughout all programming. The Protection Focal Point will also work with the NRC Protection Advisor to build the capacity of ICLA staff to deliver programming in accordance with protection principles.

Role Specific Information:

  • Through group-based mobile information sessions and radio shows, raise awareness about registration/civil documentation (RCD) and housing, land and property rights (HLP) and procedures
  • Develop referral pathways for ICLA teams and ensure referral pathways remain up-to-date
  • Support ICLA teams to Identify and refer protection cases (including child protection and GBV cases) safely to appropriate service providers
  • Assist and lead, where appropriate, protection trainings for service providers, community members, and other relevant actors
  • Assist the Protection Advisor, ICLA Specialist and ICLA Project Manager with the development of protection information dissemination, referral and training tools
  • Ensure project activities are running according to donor requirements and meet project indicators
  • Ensure case management information is up to date and assist with reporting, monitoring and evaluation activities
  • Advocate for recognition of the Protection, including RCD & HLP rights, of IDPs and returnees when engaging with stakeholders, including building owners, local authorities and humanitarian partners
  • Any other task assigned by the ICLA Project Coordinator.

Our Ideal Candidate:

A University degree in law, and a license to practice law in Iraq.Minimum of 2 years’ experience with legal representation in civil law matters in Iraqi courts, including familiarity with RCD and/or HLP laws, procedures and practices operative in Iraq.
