DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

 

 

About the job 

The Camp Management Officer (Information Management) will be responsible for designing, implementing and maintaining CM information management strategy and tasks for the Habbaniyah Tourist City Camp and CRC in Fallujah. The Camp Management Officer (Information Management) will focus primarily on data collection, updating data bases, needs identification, documentation and referrals/service requests, in addition to regular reporting to stakeholders. The Camp Management Officer (Information Management) will provide supervisory support to Assistants.  
Your main duties and responsibilities will be:

• Provide guidance and support to IDPs in Habbaniyah Tourist City and returnees in CRC in Al Shuhada in Fallujah. 

• Establish, strengthen and monitor data information systems   
• Design and implement a structured dissemination plan for all information products and services as appropriate (e.g. web portal, mailing list, information updates for stakeholders, etc.)   
• Analyze camp management data, identify and address information management gaps, and facilitate information sharing between camp management  
• Ensure that beneficiaries receive up to date information and are aware of the assistance available in the area. 
• Promote referral, complaint & feedback mechanism for the effected population. 
• Provide training on data collection, data and information management and use of minimal CCCM related tools to IDP site representatives.  
• Assist in identifying needs, service gaps and duplications in all targeted sites. 
•  Document, track and provide timely referrals and service requests to specialist service providers. 
•  Propose and facilitate awareness campaigns or information dissemination to IDP/returnee populations using various communication methods, ensuring they are understandable by the IDP community 
• Assist in facilitating meetings with various stakeholders, including national authorities and IDPs, including translation and minute taking of meetings 
•  Assist in drafting weekly situation reports and providing any other relevant information pertaining to IDP/returnee life and services.  
•  Any other duties as assigned by line manager. 
  
Overarching tasks: 
•  The Camp Management Officer is a roving position which supposes daily presence in either the camp (Habbaniya Tourist City) or the Community Resource Centre in Fallujah.  
•  The Camp Management Officer will undertake any other tasks, within the framework of his/her position, as requested by his/her supervisor. 
•  The Camp Management Officer will provide supervisory support to up to Camp Management Assistants plus Community Mobilisers and Volunteers

 

 

About you 

To be successful in this role we expect the following:

Required  

• Minimum 3 year of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs (or returnees). 
• Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and local and national levels. 
• Strong understanding of humanitarian issues, especially related to Iraq displacement. 
• Ability to write reports and situational briefings in English. 
• Competence using informatics programs, especially Excel spreadsheets. 
• Excellent IT skills 
• ONLY FEMALE CANDIDATES SHOULD APPLY

• Understanding of gender, protection and human rights.  
• Extensive knowledge of Iraqi displacement 
• English (fluent)
