Under the guidance and direct supervision of the Procurement and Logistics Officer who reports to the Transactional Projects Manager, the Logistics Analyst is responsible for the effective delivery of procurement services reflecting best practices in international public procurement, compliance with UNOPS procurement rules and regulations, appropriate risk management and obtaining the best value for money.  He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide range of issues related to Logistics and procurement.

Maintaining the highest degree of personal and professional ethics, the Logistics Analyst maintains a collaborative, client-focused, quality and results-oriented approach in the Business Unit

Functional Responsibilities

1. Implements key aspects of operational logistics strategies focusing on achievement of the following results:

  • Full compliance of assigned Logistics activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented Logistics management system.
  • Implementation of, or support to, the different steps of the Logistics, warehousing and handover processes, support in Management of CPC Submissions; Participate in Evaluation; Review and Award processes; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.

2. Provides technical support and guidance to Logistics processes of the Business Unit, focusing on achievement of the following results:

  • Plans design and implements appropriate logistics systems including warehousing and in country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.
  • Manage the coordination and implementation of logistics activities, to ensure timely, cost effective and safe delivery of goods and services to clients
  • Arrange transportation of equipment & materials to the designated location, including loading and uploading and ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance, etc.
  • Monitor the progress of shipments for UNOPS and its clients and coordinate the delivery of the same at the client’s delivery places
  • Liaison and coordination with Freight forwarders and Transport Companies,

3.  Implementation  of Logistics Management strategy and logistics monitoring tools focusing on achievement of the following results:

  • Development and management of the rosters of suppliers.
  • Utilization of-sourcing module in accordance with UNOPS Procurement Group goals and standards in this area.
  • Monitoring of contractor performance and certification of completed work for compliance with contractual terms and payment.
  • Advice, remedial actions, or solutions to Project Managers on procurement issues.
  • Drafting of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures.
  • Coordinate the development of monitoring tools related with storage and distribution and regularly update on SOPs to ensure best possible practices are being implemented
  • Ensure that all the documents transactions in relation to procurement and logistics are well recorded
  • Ensure  goods and services are provided according to the signed Project Agreements with Partners
  • Coordinate the budget preparation and forecasting for any service to be delivered by Local Freight Forwarders, transporters and other service companies.
  • Assist in payment process necessary for transport and delivery service and for procured products
  • Ensure regular communication with Technical Experts, Partners and UNOPS Procurement Team to ensure achievement of objectives and implementation of the Project Implementation Work Plan
  • Development/improvement of SOPs to ensure smooth customs clearance, Good Storage and Distribution practices as per the UNOPS Policy and Procedure
  • Raises logistics bottlenecks to supervisor for prioritization.
  • Perform other related duties as may be assigned by the supervisor.

4.     Knowledge Building and Knowledge Sharing

  • Organize, facilitate and/or deliver training and learning initiatives for personnel on Logistics and Procurement-related topics.
  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in human resources management.
  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
5.  Performs other duties as assigned by supervisor.

The key results directly affect the overall efficiency of the relevant business unit/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS’ programmes.  Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management.  This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.





Education/Experience/Language requirements

Education:

A first-level university degree in combination with two (2) years’ experience at the international level in Procurement Management, Logistics, Business Administration, Public Administration, or related field may be accepted in lieu of the Advanced university degree.

For those who do not have a degree in Procurement of Supply Chain Management, Chartered Institute of Supply and Management (CIPS) or similar international Certification is a distinct advantage.

Knowledge of UN/UNDP/UNOPS Procurement Rules and Regulations is distinct advantage.

Experience:

One (1) year’s graduate-level experience in Procurement, Logistics and Supply Chain Management. 

Experience in working with a range of stakeholders in developing countries is desirable.

Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) is required.
Language Requirement:

Full working knowledge of Amharic and English.

Knowledge of another official UNOPS language is an asset.
