ORGANIZATIONAL CONTEXT:

As per WFP aviation safety policy published in the Aviation Safety Unit – Manual (ASU-M), WFP promotes and standardizes the safety of WFP aviation. WFP is committed to developing and implementing effective strategies, regulatory frameworks and processes to ensure that aviation activities in WFP operations achieve the highest practicable level of safety.

Within the mentioned context, WFP has an independent Aviation Safety Unit (ASU) with functional reporting lines to WFP senior management. Safety Assurance will be performed by Aviation Safety Unit and enforced by WFP Aviation Service.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As established in the ASU-M, reporting directly to the Chief of ASU (CASU), the Aviation Safety Officer – Safety Analysis and Risk Management (ASO-SAR) manages the day-to-day functions of the aviation safety analysis, measurements and draft practical recommendations for solutions on identified safety hazards. This is mainly conducted by processing and managing global safety data using the European Coordination Centre for Aviation Incident Reporting System (ECCAIRS) software. The function of the ASO-SAR includes the monitoring and assistance of all WFP air operations in West Africa and in the Americas and Caribbean regions.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES:

1. Performs safety analysis and risk assessment by:

  • Ensuring a day-to-day categorization, analysis and update of all occurrence reports received by WFP and its register in ECCAIRS,

             o  Assuring the quality control of the management and outputs of the WFP adopted system for the process of  occurrence reports, namely ECCAIRS,

  • Supporting the Regional Aviation Safety Officers (RASO) on hazard identification and constantly follow-up on the mitigation of the related risks keeping CASU alerted as necessary,

             o  Process safety information for analysis and measurement, monitoring hazards and occurrence reports and analysing information and statistics received, by supporting RASOs and Aviation Security (AVSEC) Coordinator and colleagues on operational, safety and AVSEC systems trend analysis and safety statistics,

             o  Propose to CASU and perform safety cases / technical studies for identification/review of  upraising threats, prepare the correspondent reports documenting assessment findings, concerns and recommendations and tracking corrective actions to help prevent similar occurrences,

  •  Proposing to CASU in consultation with the respective RASO, the formal internal WFP investigation of the applicable occurrences supporting their completion and reporting,
  • Leading the work performed jointly with WFP Aviation (OSCA) to routinely establish/update and agree on Safety Key Performance Indicators,

             o  Prepare and conduct periodic Aviation Risk Management meetings,

  • Ensuring that all necessary staff is adequately trained in issues related with ECCAIRS and with Safety Analysis and Risk Management, identifying any additional training needs to achieve higher working standards,

             o  Briefing/debriefing staff members on Safety Analysis and Risk Management matters;

             o  Providing guidance, on-job training and assistance to all aviation staff on Safety Analysis and Risk Management as required and when applicable, in coordination with the WFP Aviation Training Unit,

  • Gathering trends and analyses aviation safety performance data and reports,

             o  Review and update WFP aviation safety risk log in coordination with RASOs and inform/update CASU and OSCA on high risks,

2. Supports and assists CATOs of WFP Field Air Operations (AFOs) for West Africa, the Americas and Caribbean regions implementing the respective Aviation Safety Program appropriate to the scope of operations and keeps an open and active line of communication with them,

3. Conducts periodic assessments of aviation safety activities to ensure all requirements, policies and procedures are implemented and followed,

4.  Identification of local operators that may meet the UN Aviation Standards (UNAVSTADS) through established UN/WFP inspection methodology so additional air assets may be locally available at short notice,

5. Performs risk assessments and performs/recommends corrective actions on the findings,

6. Conducts periodic assessments (audits) of AOC Holders currently contracted by WFP to ensure compliance with the applicable regulations,

7. Prepares reports to document the assessments’ findings, concerns and recommendations and tracks corrective actions to help prevent similar occurrences,

8. Conduct assessments (audits) of AOC Holders to be registered with WFP to assess their compliance with the applicable regulations,

9. Participates as directed in WFP internal aviation accident or incident investigations, by:

  • Providing assistance to accident investigation boards during their investigations,
  • Performing the required internal occurrence investigations,

10. Provides to AOC Holders direction on required aviation services including the types of missions that are required to perform and the regulations, policies and standards that they are to comply with, with emphasis in Safety Analysis and Risk Management matters,

11. Enhances the AOC Holders’ safety culture and promotion of safety awareness,

12. Assists other ASOs and supports aviation staff in other offices/aviation field operations,

13. Supervises aviation and aviation safety staff as required,

14. Convenes of such meetings or briefings as may be necessary to ensure that effective opportunities are available to all staff to participate fully in management for safety,

15. Reviews incident, accident and safety information received from AOC Holders, manufacturers and aviation authorities and disseminates appropriate information to staff in all related with Safety Analysis and Risk Management,

16. When deployed in emergencies:

  • Responsible for planning and updating the Aviation Safety Program (ASP) and the Aviation - Emergency Response Plan (A-ERP) and all operational documentation,
  • Responsible for implementing and promoting safety culture within the air safety organization,
  • Update operational standards in line with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS) and safety recommendations where trends indicate a change in operational standards,
  • Maintaining, processing and disseminating of all ICAO SARPS applicable information,
  • Ensures that the AOC Holders update their respective Safety Management Systems and Emergency Response Plans and operational documentation. Gap filling of field stations if and when required,

17.  Perform other related duties as assigned.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED: 

Education:

  • First University degree or advanced University degree.
  • Hold or has held a Commercial Pilot License, Aviation Engineering License or Air Traffic Control License (or equivalent),

Knowledge & Skills:        

  • Have had a minimum of 8 years’ experience in the aviation industry.
  • Proficiency level on ECCAIRS’s management and updating is required,
  • Have held a supervisory or management position in aviation organization/s and has successfully completed an Aviation Safety Management course or equivalent.
  • Accident Prevention & Investigation qualification and experience and ECCAIRS experience with organizations and/or authorities is preferable,
  • Other as indicated in the respective GJP.

Languages:         

  • Fluency (level C) in English language.
  • Working knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

 The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
