About Us


The Verification Division works towards achieving chemical disarmament and preventing the re-emergence of chemical weapons through participation in the planning and oversight of inspections at both military and chemical industry facilities. The division also manages declarations while maintaining and strengthening the scientific capabilities of the Organisation, especially its laboratory component. The division also conducts Technical Assistance Visits at the request of States Parties.

Responsibilities


Job Summary


Are you passionate about developing software using various tools and languages? Are you eager to get thing done using project management concepts?



Thriving on using modern technologies and working on interesting project, it will be up to you to develop applications used internally by the Verification Division and externally by States Parties. Through interacting with representatives of States Parties and other users you will analyse their requirements and subsequently design and code applications, software components or add-ons needed to run the applications. You will also be working on improving and modernising applications used to facilitate compliance with the declarations-related provisions of the Chemical Weapons Convention. It will be your task to make it more effective and efficient.
This role will allow you to learn how to work with classified data and how to cope with challenges of deploying technological solutions in air-gapped environment.

Main Responsibilities


In your role you will be responsible for:



  • Analysing user requirements and preparing functional specifications for development of applications;

  • Designing, coding and implementing of client/server and web-based applications;

  • Designing relational databases using SQL, including views, functions and procedures;

  • Designing database models and reports;

  • Producing detailed technical and system documentation.


Qualifications and Experience


Education


You should have an advanced university degree in Computer Sciences or IT. A first level university degree in combination with qualifying experience (minimum 4 years) may be accepted in lieu of the advanced university degree. The lack of a degree may be off-set with relevant specialised training in combination with a minimum of 8 years of qualifying experience.


Knowledge and Experience


Make sure you have:



  • At least 2 years of related experience in database design, development, testing and implementation of web and client/server applications using SQL server 2008/2012;

  • Sound experience in software development using Microsoft .NET 4.0 Framework (Visual Studio.NET) programming, including C# and VB.NET;

  • Hands-on experience in developing, testing and deploying web and client/server applications, tools and advanced reporting techniques.


Skills and Competencies


To succeed in this role you must be proficient in Microsoft T-SQL database query language and its triggers, views, stored procedures and user defined functions. An ideal candidate will have practical knowledge of medium to large web and client/server applications with relational databases and reporting techniques. We are looking for a candidate with an excellent knowledge of project management methodologies, such as Prince2 or PMBOK. You must have excellent analytical and organisational skills and be able to quickly and independently react in problematic situations. To deliver applications you will be working with diverse team of developers and users, so ability to work in a multicultural environment is required. You are enthusiastic, dedicated with strong attention to detail and ability to stay concentrated for long periods of time.


Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
