Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

UNMAS Sudan

UNMAS Programme in Sudan supports the Government of Sudan to meet its obligations under the Anti-Personnel Mine Ban Convention (Ottawa Treaty) and other relevant international instruments with the aim of reducing the risk that explosive threats could pose to the civilian population. UNMAS Sudan’s main activities include land release, mine risk education (MRE) and victim assistance (VA) in South Kordofan, Blue Nile and Darfur states of Sudan.  UNMAS also provides technical advice and training for Sudan National Mine Action Center (NMAC) and national mine action NGOs for improving national mine action capacity

Functional Responsibilities

Under the supervision of the Programme Manager, the Programme Associate will provide support to Programme section and will be responsible for:

Reporting / Programme Support

  • Assist in the preparation of quality proposal narratives both for internal and external submission;
  • Assist in producing timely donor reports against contracted objectives, outputs and outcomes;
  • Maintain documentations on weekly and ad-hoc meetings;
  • Provide assistance in public information initiatives and maintain programme work plan;
  • Provide logistical and substantive support to the organization of donors’ field visits and events

Implementing partner management

  • Assist Programme team in reviewing implementing partners’ (IPs) documents to check progress against proposed target and if piled supporting documents matches actual expenditure;
  • Assist Programme team in IP selection process and ensure documentation of the entire process;
  • Remind IP on reports due dates and other ad-hoc request such as information on progress and ad-hoc report and ensure all deliverables are received on time;
  • Keep all the records of received reports from IP and update tracking tools accordingly;
  • Maintain close communication with IP.

Monitoring and Evaluation

  • Assist in maintaining accurate and up to date information on the progress of all projects;
  • Assist in maintaining accurate and up to date information on the quality of Implementing Partner activities;
  • Prepare quarterly updates of the above for internal and external distribution;

Coordination

  • Assist in organizing and coordinating Mine Action Sub-sector mechanism;
  • Assist MA coordinator in communication and arranging meetings / events in regards to the Mine Action Sub sector
  • Maintain sub cluster contact lists up to date;
  • Support Programme team in drafting humanitarian response plans, presentations and other requests as required;
Perform any other relevant task assigned by supervisor or senior management

Education/Experience/Language requirements

Education and relevant years of experience:
  • First level university (Bachelor's degree or equivalent) in business administration, project management, social sciences or other related field with a minimum of two (2) years of relevant experience or;
  • Secondary school (high school or equivalent) with a minimum of six (6) years of relevant experience
Work Experience:
  • Relevant experience is defined as experience performing support to program or project activities.
Language:
  • Fluency in English (speaking, writing and reading) is required
  • Fluency in Arabic (speaking, writing and reading) is required
  • Knowledge of another UN official language is desired.
