STANDARD MINIMUM QUALIFICATIONS


Education:

Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.


Experience:
At least 7 years of relevant experience in supply chain management, logistics, procurement, project management or related field.


Language:

Fluency in both oral and written communication in English language.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and report to a more senior Supply Chain Officer receiving guidance and regular feedback on work performed which is essential to facilitate learning self-development and possible assumption of expanded responsibilities. Job holders at this grade level are typically “contributors” and work closely with a more experienced professional staff member. They carry out analytical work and come up with recommendations on supply chain related matters.

JOB PURPOSE

To provide analytics and contributions to the supply chain activities or/and contribute to field supply chain operations, following an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

Position Title: Supply Chain Officer 


Service Contract for duration of 12 months with the possibility of extension.


Level: SC 8


Salary starts from AED 24,374.25 per month (inclusive of pension), plus insurance and other benefits.


FITTEST, the Technology Fast Response Team of the World Food Programme, maintains a warehouse of technical equipment in Dubai (United Arab Emirates) and is seeking a qualified Supply Chain Manager. The incumbent will oversee all the steps of the process, generally in four key areas: research and planning, logistics / warehousing, contract management, and quality control. This process is managed by multiple departments and units working together to bring equipment to the end users, and the Supply Chain Manager addresses the process as a whole with an end-to-end perspective.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead standard Supply Chain management processes and activities for Technology services;
  2. Manage the relationship with Service Owners and key internal stakeholders, to ensure services are provided on time and according to set quality standards;
  3. Manage the Customer Service unit, which handles tasks and service delivery tasked by Service Owners;
  4. Ensure effective collaboration with the Procurement Team, at order and process level;
  5. Manage logistics, supply chain operations and contracts with Third-Party Logistics (3PL) provider to ensure the effective delivery of IT emergency preparedness and response globally, to WFP and partners.
  6. Responsible for the effective planning and management of the FITTEST warehouse operations in line with WFP and FITTEST-specific processes, and requirements of the Third-Party Logistics (3PL) provider; 
  7. Conduct regular financial analysis and budget reviews, drawing out insights and recommending
    actions for maximizing use of resources and cash, for effective supply chain operations;
  8. Work in collaboration with internal and external stakeholders, to deliver aligned and coherent end to end supply chain services and strengthen partnerships on IT humanitarian supply chain.
  9. Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
  10. Provide technical contribution to market analysis and supply chain network mapping to inform the selection of appropriate operation modalities and vendors’ portfolio to improve supply chain performance;
  11. Monitor operational performance and cost of the Third-Party (3PL) provider and produce relevant performance evaluation reports (KPI) and recommendations.
  12. Identify training needs and efficiently plan trainings via Third-Party Logistics (3PL) provider and own UNWFP team members, to ensure that all staff have the required knowledge and skills to carry out their responsibilities.
