JOB PURPOSE

The Human Resources Associate based in the Regional Bureau Cairo will report to the HR Officer, as part of the team that provides operational support to the 17 Country Offices belonging to the region.  The Incumbent will be responsible for the overall regional oversight in terms of data quality in the WFP corporate HR systems, HR data analytics and reporting for the region, coordination of the work of the Local Process Experts, capacity building of the users of the WFP corporate HR systems.

The Incumbent will be expected to deliver a professional, client focused HR service, maintain strong partnership with the variety of stakeholders within HR function and with the clients in the region, have passion for details, data analytics, reporting.

 

The successful candidate will deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented regional HR services.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients.
  2. Allocate responsibilities and support on-the-job learning and development of HR colleagues across the region to ensure they have adequate knowledge of HR policies, HR rules & regulations, HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services.
  3. Identify evolving needs of the organisation and recommend changes in HR processes and procedures, HR systems, HR reporting mechanisms to support improvements in HR services.
  4. Analyse and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
  5. Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
  6. Provide the needed onboarding to new HR joiners in the region to ensure HR teams are proficient in using the HR systems, carrying out the needed HR analytics and reporting.
  7. Lead the regional Local Process Expert (LPEs) community. Provide guidance and support to the LPEs on complex system issues. Establish regular communication mechanisms (webinar, teleconference) to share knowledge/achievements/guidance. Monitor LPEs’ community engagement.
  8. Establish a regular process of data quality control/oversight. Resolve outstanding error areas, provide guidance and advise on potential capacity building opportunities within the respective geographical area of the LPE.
  9. Train newly recruited HR system focal points in the use of the WFP corporate HR systems (WINGS, PASport, E-recruitment). Analyse potential areas of improvements/refreshers (through identified recurrent errors or based on the FAQs) and address those in a proactive manner.
  10.  Analyse system implications of the newly announced policies/procedures, develop training materials as required and deliver training sessions for the LPE community to ensure clear understanding of the innovations and consistent application across the region.
  11. Generate reports when and as required (data quality, LPE activity report, regional support activity report, workforce analytics). Compile regional HR dashboard on a quarterly basis.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of first-level University degree.

Experience:

At least 6 years of experience in HR operations management.

The nature of the job requires the incumbent to be proficient in MS 365 applications, have advanced skills in general MS Office software (Word, Excel, PowerPoint, Publisher), in TABLEAU software, and have experience in dealing with HR data management systems.

Languages:

Excellent spoken and written English and Arabic.
