Background

The Data Analyst works under the oversight of the Head of the Communications and Information Management Unit (CIMU) and the direct supervision of the Information Management Officer. The post holder supports oversight and maintenance of the data management and data analysis systems and infrastructure of the CIMU.

The CIMU works within the OCHA South Sudan office to obtain, collate and analyse data related to the humanitarian situation and response in South Sudan, in order to inform humanitarian strategy and decision-making. This includes compilation and analysis of the 5Ws (Who Does What Where When and for Whom), creation of information products such as the Humanitarian Snapshot and Humanitarian Dashboard, and compilation and analysis of humanitarian assessment data, including for Initial Rapid Needs Assessments led by OCHA.

Within this organisational context, the Data Analyst will contribute to the development and improvement of reporting outputs, analysis, and the quality of data produced by the CIMU. In addition, the Data Analyst will provide IM support to clusters as needed, including in relation to the 5W.

Duties and Responsibilities

The Data Analyst will optimize CIMU data management systems and enable access to the most accurate data for informing and guiding the humanitarian response processes and the humanitarian programme cycle, as well as other processes related to humanitarian assessments and coordination (e.g. IRNA).

Summary of key functions:

  • Work closely with staff from OCHA and partner organizations to prioritize business and information needs for the purpose of compiling data and conducting analysis.
  • Organize, design and carry out the evaluation, interpretation and analysis of South Sudan datasets through meaningful statistical techniques.
  • Ensure the quality and usefulness of inter-agency 5W data, (who, what, where, when and for whom), IRNA assessments, surveys and M&E data from the clusters
  • Design and establish data analysis tools to facilitate the interpretation of South Sudan humanitarian data and support humanitarian decision, using appropriate statistical models.
  • Undertake collection, cleaning, aggregation, validation, analysis, dissemination and use of data trend analysis, spatial analysis using geographic information system packages, develop and maintain an integrated database for supporting widely OCHA advocacy mechanism.
  • Within the area of technical specializations, supports the development and management of community information products such as contact directories and email distribution system where' databases, cluster/ sector web portals, meeting and event calendars, common operation dataset(CODs), coordinated assessment products; and inter-cluster analysis
  • Understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability within South Sudan, where applicable.
  • Establish systems and protocols to systematize the production and dissemination of relevant products for various stakeholders and decision makers.
  • Contributes to OCHA- managed information products such as humanitarian dashboard, humanitarian snapshop, humanitarian secondary data reviews and internal reports.
  • Prepares various written and info-graphic output, background papers, analysis, sections of reports and studies, inputs to publications, maps
  • Oversee and maintain other data sets and data management tools as required.
  • Develop ad hoc analysis on demand for OCHA South Sudan and partners
  • Perform any other tasks as directed by the supervisor

  • Improved information management and analysis in relation to the oversight and management of the Humanitarian Response Plan. Improved oversight, management and decision making in relation to the attainment of the overarching objectives of the HRP.  Accurate analysis and presentation of information strengthens OCHA information

Required Skills and Experience

Education

  • A first-level university degree in information science, statistics or related studies.  

Experience

  • A minimum of three years of progressively responsible experience in data analysis, database development and management.
  • Proficiency in statistical analysis software e.g SPSS
  • Proficiency in exploratory data analysis and data validation techniques
  • Mastery of MS Access and advanced Excel skills
  • Experience in data mining, processing, visualizations, interpretations and dissemination.
  • Proven skills in data visualization programs e.g Tableau and SAS.
  • Hands on experience on maintenance of cloud sharing and storage software e.g ibackup, idrive and dropbox.
  • Able to master ArcGIS- and most common GIS mapping tools.
  • Familiarity with KOBO assessment tool.

  • Fluency in English is required
