Background

UNDP Turkey Country Office supports implementation of a large number of projects funded through by Government, Bilaterals, IFIs and other international organizations, etc. UNDP Turkey CO, therefore needs to ensure consistency in application of corporate procedures and compliance with UNDP’s corporate human resources benchmarks, indicators/parameters within the context of human resources management of development projects.

Under the overall guidance of the Assistant Resident Representative (Operations), and the direct supervision of the Head of Human Resources (HR) Unit, the HR Administrator is responsible for ensuring consistency of HR business processes while ensuring compliance with corporate rules and policies as defined in Programme and Operations Policies and Procedures (POPP) in the area of human resources management as part of project implementation.

 The HR Administrator works in a close collaboration with Project / Programme Personnel and other relevant staff to expedite project implementation and with the Operations staff to seek guidance and solve implementation bottlenecks.

1. Project delivery strategies, plans and budgets developed

  • In close cooperation with cluster leads/project managers, develops project HR strategies and translates these strategies into actionable HR plans as part of project implementation plans. Monitors and updates the progress in implementation periodically.
  • Enters projects HR data into ATLAS. Keeps HR module in the ATLAS updated and accurate.

2. Projects recruitments implemented promptly and efficiently according to AWP

  • Works in close cooperation with the cluster leads, project managers and project associates to finalize terms of references,  and vacancy announcements,  while ensuring quality of the  relevant documentation and HR business processes,
  • Organizes and coordinates recruitment and selection processes
  • Implements contract management of due times of contracts, ensuring timely completion of the contracts, timely amendments (when needed) etc.
  • Prepares and updates staffing tables

3. Projects implemented in line with UNDP´s rules and regulations and CO policies and procedures in the area of human resources management

  • Performs full compliance with UNDP rules, regulations and operational policies.  Implements CO’s SOPs. Keeps updated on POPP and ensures application of POPP to projects,
  • Contributes to further development of CO operative policies and procedures.
  • Takes corrective action as requires. Identifies exceptions to the standard operating procedures within projects administrative processes, and secures full compliance in close cooperation with the Operations,
  • Disseminates the guidance of the Operations to the projects under the portfolio ensuring consistent implementation of UNDP rules and regulations.
  • Where applicable facilitates implementation of UN or CO-wide policies on safety and security.
  • Provides input for NIM and DIM audit processes.
  • Performs functions as related to the UNDP CO Internal Control Framework
  • ATLAS Role: HR Administrator or other roles as deemed necessary

  2. UNDP’s relevant SOPs followed, ATLAS role performed promptly and correctly.

Required Skills and Experience

Education:

Masters or Higher Degree                            

(Bachelor Degree with 2 additional years of experience)

Experience:

  • 7-9 years of relevant work experience (SC 7-9)
  • Out of 7-9 years of relevant experience, a minimum of 3 years of dedicated HR administration and management experience as an HR practitioner in the private or public sector or international organizations.
  • Experience in administration of full set of HR processes including vacancy, recruitment and contract management
  • Ability to analyze and interpret data through use of office applications and corporate ERP systems

Language requirements:

Fluent written and spoken English and Turkish

Computer skills:

Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases

Nationality:

Turkish

Notes:

(iv) Experience gained prior to completion of undergraduate studies is not considered professional experience.
