1.     Organizational Context

 

 

  1. Organizational Setting

     

    The post is located in the Distance Learning Program of the WIPO Academy, Development Sector.

     

    The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition. The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training. Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

    The Distance Learning (DL) Program offers a range of courses designed to create, facilitate and deliver easier access to general and advanced knowledge of IP through a better understanding of the international IP landscape - its theory, practice, application and use as a strategic tool in the innovation process.  To do so, the DL Program uses state-of-the-art distance learning methodologies, keeping in mind the limitations from developing and least developed countries, paying particular attention to participants from IP Offices and governments by collaborating with strategic partners and developing course content through a network of IP experts from all regions of the world.

     

  2. Purpose Statement

     

    The incumbent is responsible for organizing and participating in the delivery of IP education to participants (WIPO Member States) from developing countries, least developing countries (LDC's) and countries with economies in transition applying the established WIPO Academy standards.  In the area of communication, blended learning, and report preparation, the incumbent leads sub-projects interacting with the Head of the Program, co-organizers, learners, IP experts, and both the Distance Learning Training Officer, and IT Officers to support the Program. The incumbent is expected to keep abreast of new eLearning technologies and perform research in the area.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Head of the Distance Learning Program, WIPO Academy.

     

     

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Undertake research, prepare documentation and compile information in support of IP education, coordination, monitoring and evaluation of Distance Learning (DL) projects and activities.

 

b.   Organize activities and events related to IP education and training.

 

c.   Collect and analyze data and produce statistics and summaries of information with a view to supporting effective business decisions; follow-up with team members to ensure that information is updated regularly; update databases and systems.

 

d.   Draft, review, and revise WIPO Academy reports; produce and develop web, multimedia and print support material and communications in support of the DL programs.

 

e.   Investigate new e-Learning technologies and extensions to existing systems and keep abreast of international technological developments in the field, make recommendations for future use and implementation to the Head of the DL Program.

 

f.    Provide logistical, and administrative support with regard to meetings, training programs, and education projects.

 

g.   Contribute to distance learning development projects or lead sub-projects; develop project proposals, prepare and maintain project documentation, maintain project schedules, write status reports and liaise and engage with stakeholders. 

h.   Perform other related duties as required. 

 

3.      Requirements

 

Education

Essential

First-level university degree in political, international development, education, communications, media-related studies or a related discipline.

 

Experience

Essential

At least three years' relevant professional experience including in the field of eLearning and Blended Learning at the international level.  An advanced university degree in a relevant discipline may be accepted in lieu of two years of experience.

Experience in drafting, and preparing reports and documents.

Experience in using a learning management system.

Experience in drafting web-communication for online community of learners and preparing material for teaching using participatory systems, such as webinars.

 

Desirable

Experience in the field of IP education, in particular in supporting eLearning and eTeaching at an international level.

Experience in the area of training-the-trainers in the field of IP using Blended Learning and innovative theories such as TRIZ principles.

Experience in the area of data gathering and preparation of technical reports.

Experience in project management and project support, particularly service delivery projects.

 

Language

Essential

Excellent knowledge of written and spoken English and good knowledge of French.

 

Desirable

Knowledge of Arabic.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the August 2019 rate of 68.70%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
