Background Information - Job-specific

The OQ is seeking to recruit a Senior Developer to work with the Economic Mapping Team and to contribute to the development of the pMaps, Indicators, and farmers.ps web-applications..

In September 2016, through the support of the Netherland Enterprise Agency (NEA), the OQ’s Economic Mapping team started developing a user-friendly, smart, interactive, and geospatial web-based map of the West Bank and Gaza, visualizing critical economic, geographic, social, demographic, security and legal data. The purpose of the maps is to empower Palestinian government institutions, the private sector, nongovernmental and international organizations with information and tools to make informed policy and business decisions that will lead to more strategic economic development. The tool can inform public sector strategic planning for economic development; inform regional firms’ development and expansion; and inform future investments in the West Bank and Gaza from international actors from both the public and private sectors.

The Senior Developer will support the work of the Economic Mapping team in supporting the Product Development team with Front End and Back End Web Development.

Functional Responsibilities

Specifically, the Senior Developer will contribute to the following areas:

  1. Web Project Development

  8. Machine Learning
  9. Server side and bulk processing via Command Line
  10. Git based and iterative workflows
  11. Application troubleshooting
  12. Mapping tools (i.e. Carto & Mapbox)
  13. Business Intelligence tools

The Developer will deliver his/her contributions to the following areas (under the overall leadership and in full coordination with the associated Project Manager):

Application Programming Interface [API]:

  1. develop a scalable API (design API environment, develop API documentation, deploy staging and production environments) with required feature replication enabling PA counter-parts and NGOs to incorporate mapping, data visualization and spatial analytic capabilities on their individual institutional websites.

Third Party Services:

  1. Leveraging proprietary software to reuse advanced software components that relate to predictive analytics

Data Processing and Synchronization:

  1. Deploy a multiple database connector (MySQL, PostgreSQL, AWS, and Oracle), using a single interface, to make the process of data management more user-friendly

Configure and deploy a GDAL - Geospatial Data Abstraction Library - on Amazon Web Services (AWS) optimized for computing


Education/Experience/Language requirements

Education: 

Bachelor Degree in Data Science, Computer Science, or Computer Engineering is required.

Experience

  • 4+ years of web development experience in Java, J2EE, Spring, JMS and Java related build and deployment tools, Python, Scala, or R for large scale data analysis
  • 2+ years of experience in Cloud Technologies such as Amazon Web Services.
  • Development of REST web services using either Play Framework or Akka HTTP Server (preferred)
  • Strong database skills with MySQL, PostgreSQL, etc.
  • DevOPs and Continuous Delivery tools – Jenkins, TravisCI, Docker container repositories
  • Experience working with HTML5 and CSS3
  • Build automation with Simple Build Tool (SBT)
  • Automated testing with either ScalaTest or Specs2
Familiarity with functional design patterns – using monads, chaining operations, case classes, and comprehensions.

Language: 

Fluency Read & write in both English and Arabic.
