The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 111 projects in 99 countries and has committed USD 5.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts.

Position description

Support data governance across GCF portfolio for Funded Activities, PPF and Readiness. S/he will ensure the successful collection and consolidation of data and information on performance of GCF’s portfolio of projects throughout the lifecycle, to inform the identification of early warning signals and formulation of interventions and corrective actions, based on portfolio-level quantitative and qualitative analyses. S/he will also contribute to key functions across the Secretariat, including but not limited to (1) reporting the GCF portfolio, its performance and impact results to various levels of internal and external stakeholders, and (2) establishing portfolio performance management systems. 

Duties and responsibilities

Purpose

  • Support data governance across GCF portfolio for Funded Activities, PPF and Readiness. 

  • Support use of data to identify early warning signals, trends and formulation of interventions and corrective actions based on portfolio-level quantitative and qualitative analyses and review of project progress reports such as annual performance reports, financial reports, and mid-term/final evaluation reports. 

  • Develop operational guidelines, protocols and templates on data and results management. 

  • Operationalize portfolio data management functions and define operational procedures and processes. 

  • Contribute to development of internal data modules to track of compliance with covenants, conditions, Board approved policies, procedures, and internal guidelines, as applicable. 

  • Collaborate in the design and elaboration of data-related concepts such as glossary of terms and taxonomy. 

  • Identify, analyze and interpret portfolio trends or patterns in complex data to provide recommendation for action on portfolio performance. 

  • Conduct data modeling on results extrapolation and disbursement projection as required e.g. for replenishment papers. 

Engagement

  • Work with other workstreams and units to establish key performance indicators to assess project implementation and impact results in an effective manner. 

  • Coordinate development of a Portfolio Performance Management System (PPMS) and other portfolio management platforms in cooperation with ICT and relevant divisions. 

  • Contribute to data management of M&E functions, including the development and implementation of M&E data input guidelines for GCF operations. 

Delivery

  • Prepare GCF portfolio status reports per each Board meeting and support the preparation of other portfolio-related reports, including annual portfolio performance reports. 

  • Develop portfolio dashboards to update internal and external stakeholders on a regular basis e.g. GCF Board bulletin, senior management, and GCF website - monthly; cross-divisional portfolio review meetings - bi-weekly. 

  • Liaise with internal and external stakeholders to address portfolio-related information requests e.g. GCF Board, Conference of the Parties (COP), UN Agencies, OECD, GEF, and key contributors. 

  • Provide portfolio-related feedback and input to GCF documents.  

  • Streamline data provision of the portfolio status to regularly update GCF website. 

Required experience and qualifications*

  • Master’s degree in information science, management, economic development, environmental sciences, statistics, or related fields. 

  • A minimum of 4 years of relevant work experience. 

  • Experience in applying expertise and knowledge with big datasets within the area of portfolio monitoring and management.  

  • Proved track record in taking initiatives and working independently. 

  • Strong competence, proficiency and full autonomy in standard data analytics and management software such as Tableau, STATA, R, Matlab, ArcGIS and spatial data management tools. 

  • Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access. 

  • Excellent written and oral communication skills in English. 

  • Knowledge of another UN language would be an advantage.

  • Exceptional organizational skills, facilitating communication between various levels of management, and multi-tasking to meet deadlines with high-quality deliverables.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment.
