Background Information - Job-specific

The United Nations Department of Operational Support, Office of Supply Chain Management, Logistics Division (UN DOS/OSCM/LD) is responsible for implementing Supply Chain Management in support of the Departments of Peacekeeping Operations and Operational Support (DPO/DOS) missions as well as Special Political Missions (SPMs). 

The United Nations Department of Operational Support provides dedicated support to international peace operations, including to UN peacekeeping, special political and other field missions. Through its four divisions, it supports the requirements of the Departments of Peacekeeping Operations and Operational Support (DPO/DOS) missions as well as Special Political Missions (SPMs).

LD plays an integral role in the global operations of the field missions. It is one of the fundamental infrastructure components that support the substantive work and the delivery of peacekeeping and special political missions’ mandates. Efficient and reliable logistics support is a core strategic, operational and tactical pillar of field missions and the United Nations at large. Therefore, ensuring that a robust and fault-tolerant supply chain infrastructure is in place to sustain operations is a necessary and permanent consideration.

The division is currently implementing an ‘end-to-end’ integrated supply chain management with a view to achieving DOS vision of a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency. The overall supply chain management process starts and ends with clients-development and management of consolidated demand/requirements of all clients and fulfilment of client’s requirements through strategic sourcing and delivery. The process is enabled by a robust performance management framework and supported by solution such as Umoja.

Umoja is the project approved by the General Assembly resolution 63/262 that aims at the transformation of the United Nations Secretariat by enabling high-quality, cost-effective service delivery to support the execution of evolving mandates everywhere the Organization operates.

Umoja, which means "unity" in Swahili, will unite the many support and administrative entities throughout the Secretariat, including in peacekeeping and field missions, through re-designed and common processes for the management of all financial, human and physical resources; a single integrated information system; and training of staff.

In February 2015, LD (previously LSD) was designated as Umoja process owner for logistics. As logistics process owner, LD led Phase 1 of the supply chain management deployment of Umoja Extension 2, also known as the Galileo Decommissioning Project that successfully completed the deployment of Umoja supply chain solution to peacekeeping and special political missions in September 2017, replacing the Galileo system.  The project was implemented through a dedicated project team within LD.  Since January 2017, that project team was merged with DOS IPSAS-Umoja team along with responsibility for coordinating an expanded portfolio of Umoja deployments.  Known as the DOS Umoja Coordination Office, the team is responsible for deploying multiple project streams to peacekeeping and special political missions, including: UE2–Supply Chain Management (UE2-SCM) stream that include: demand planning, supply network planning, transport management, track and trace and material master transformation; the Strategic Planning and Performance Management stream (covering budget formulation and relationships with donors and implementing partners; conference and events management, force management and planning

UNOPS has been requested to assist in the implementation of this activity for DOS/OSCM/LD Umoja Coordination Service.

Under the direct supervision of the Senior ERP Change and Coordination Officer, the Project Management Support – Senior Associate will perform the following duties:


Functional Responsibilities

Project Monitoring and Reporting
  • Provide substantive inputs to assist the Project Managers in the preparation of project reports and documents
  • Maintain records of project files and other supporting documents on the shared drive as per the organization guideline for record keeping
  • Support on the compilation and consolidation of relevant data for regular project reports and stage plans
  • Draft external documentation for missions including user guides and tutorials as needed
  • Work closely with the Project Managers in monitoring the status of project proposals and receipt of relevant documentation for review and approval
  • Take minutes of regular team meeting and follow up on action points
  • Assist with the submission and review of project documents, budgets, ensuring necessary approval and entry in computerized systems
Operational and Logistics Support
  • Manage the travel plan of the different project teams, manage travel booking, and coordinate with Finance for DSA payments and other related requirements for travel
  • Manage and support on organizing project planning meetings
  • In coordination with the client, handle all recruitment activities including drafting of the vacancy, advertising and selection process
  • Manage staffs on boarding processes for both the client and UNOPS personnel
  • Track expenditures and facilitate financial recovery.
  • Manage procurement/finance related activities (payments to vendors and personnel/staff reimbursement)
Project Implementation
  • In consultation with the client, assist in the preparation of project financial agreements, amendments for project agreements and budget revisions when applicable
  • Support the Project Managers in ensuring UNOPS Policies and Procedures, Financial Rules and Regulations (FRR) are adhered to for efficient project implementation and progress
  • Support the documentation of lessons learned and best practices
  • Assist Project Managers in the project planning process
  • Facilitate information flows and support in managing risk registers and issues
  • Maintain project tracking sheets
Knowledge and Record Management
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building
  • Support the compilation of lessons learned as per defined reporting format
  • Maintain records of project files and activity reports in hard and soft copy
Stakeholder Management
  • Support in the communication and information flows between, and across all stakeholders
  • Support to build and maintain relationships with other United Nations (UN) agencies and international non-governmental organizations (I/NGOs) for the purposes of facilitating activities and improving the quality and relevance of information analysis
  • Participate in meetings with UN agencies, NGO’s and other Stakeholders as required

The effective and successful achievements of key results by the Project Management Support – Senior Associate directly affect the overall efficiency of the office’s provision of administrative services, impacting its capacity to efficiently and effectively service the operational needs of the office/programme. Timely and accountable delivery of services ensures client satisfaction and promotes the image and credibility of the team and office as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.





Education/Experience/Language requirements

Education 

A High School Diploma or equivalent is required. A Bachelor's Degree or equivalent, Technical/Professional Diploma or License, or Master Degree or equivalent in Business Management, Management, Public Administration or a relevant area to the post description is desirable 
Candidates with these supplementary academic qualifications may be considered with a reduced experience requirement as follows. Technical/Professional Diploma (5 years required); Bachelor's Degree (3 years required); Technical/Professional License (2 years required), Master's Degree (1 year required)

Experience 

A minimum of 7 years progressive experience in the administrative, Project, logistics, or operations’ support services is required

Proficiency in computers and office software packages (MS Office) and experience in handling of web-based management systems is required

Experience in use of Enterprise systems including OneUNOPS or UMOJA is desirable

Language 

Full working knowledge of English is required

Knowledge of a second UN or regional working language is an asset
