Background

The Myanmar Information Management Unit / MIMU was established in late 2007 and is a service to humanitarian and development agencies under the management of the UN Resident and Humanitarian Coordinator. The MIMU receives strategic guidance from an Advisory Board comprising UN, INGO, NNGO and donor representatives, and administrative and operational support is provided by UNDP.  The MIMU is primarily funded by 2-3 bilateral donors.
 
The MIMU is tasked with improving the capacity for analysis and decision making. The Unit maintains and safeguards the common data and information repository for development and humanitarian actors in the Myanmar context through gathering and compiling data from various sources on all sectors countrywide, and at the lowest administrative unit for which it is available. It then makes this information accessible to the wider group of stakeholders as a variety of information products which support evidence-based planning and decision-making.
 
The MIMU also plays a key role in promoting standards related to data, geo-referencing and information management among UN agencies and NGOs, including defining principles around how data will be stored, working with technical working groups to bring together available information from various sources and promoting use of the standards set by these technical groups, and supporting wider development monitoring processes.
 
The Data Analyst will lead MIMU’s development of analytical products for the humanitarian, development and peace-focused community that will ultimately aid in coordination, decision making, and a better understanding of the support needs of Myanmar’s population.  The post-holder will also lead on building the capacity of the MIMU team, skilling up a national Data Analyst counterpart, and developing relevant training courses for use with external agencies and government departments.
 

Duties and Responsibilities

The Data Analyst position is part of the MIMU Senior Management team and reports directly to the MIMU Manager.  She/he will be based on MIMU office in Yangon and will work closely with other MIMU teams (Data, GIS, Communications and ICT/Web teams).
 
The Data Analyst will play a lead role in supporting the MIMU’s activities to raise awareness of emerging, topical and forgotten issues through provision of technical/advisory support; planning and developing evidence-based analytical information products for wider dissemination; leading in development of training modules for external agencies; and skilling up a national Data Analyst for the same activities. 
 
Working closely with the MIMU Manager, the MIMU Data team as well as the GIS, Communications and Web/ICT teams, the Data Analyst will support the MIMU to undertake the following functions and expected results.  
Function / Expected Results: 
 
1.  Develop MIMU datasets and data management standards
  • Gather relevant information: Extend the current base of MIMU baseline datasets to include new and varied sources and information relevant to humanitarian, development and peace-focused activities and issues in the Myanmar context as an extensive, well-maintained cross-sectoral dataset for use in data analysis by MIMU and other agencies;
  • Promote good practice: Support the introduction and maintenance of international standards and good practice in data management across MIMU teams, datasets and products, and oversee that good practice standards are maintained (use of metadata, international standards, data protection, open data principles etc);
  • Technical support: Support data management and analysis aspects of MIMU training and technical initiatives with government and agency partners; 
  • Reporting and record-keeping: Oversee MIMU internal monthly statistics reports, provide inputs to MIMU donor reports and support in the documentation of MIMU activities for wider dissemination; ensure thorough and documented records of analytical processes;

2.  Develop evidence-based information products for wider dissemination

  • Analytical products: Produce short analytical reports, infographics and visual materials on agreed topics/themes on a monthly basis for wide dissemination;
  • Telling the story: Communicate and visualize informed analysis, conclusions and as relevant, recommendations which enable MIMU analytical and information products to “tell the story” behind the data, and its implications; 
  • Partnership and networking: Actively collaborate with relevant external partners to identify further themes and available data for future analyses;
  • Information products: Support the scoping, planning, development, piloting, production, dissemination and review of a range of MIMU information products prepared by the various MIMU teams, ensuring products are fit-for-purpose and user friendly;
  • HDP nexus: Support team efforts in better understanding and documenting MIMU’s specific role in the Humanitarian-Development-Peace nexus as part of the project to share MIMU experience internationally; 
 
3. Capacity Building and Coordination
 
  • National counterpart: Recruit and train a national counterpart Data Analyst to undertake the same work;
  • Internal capacity building: Provide training, advice, support and mentoring to build the analytical and data management skills of the MIMU team;
  • External capacity building: Developing training modules and lead in delivery of a training programme on data analysis for external partners (staff of UN, NGO agencies and government departments)
  • IM Network: Support the MIMU Manager in leading the Inter-agency Information Management Network, and providing written summaries, presentations for various inter-agency initiatives;
  • National initiatives: Represent MIMU in relevant national initiatives, meetings and technical gatherings; 
4. Technical advice and support 
 
  • Advisory support: Working closely with the MIMU Data team, provide technical support, advice ad input to MIMU partners in data management/analysis; 
  • Project oversight: Lead in development, implementation and reporting of specific delegated smaller scale MIMU technical projects and partnerships;
  • Surveys: Lead in the development of MIMU survey initiatives (internal and for external clients and working groups);
  • Emergencies and natural disasters: provide dedicated support as needed as part of the MIMU team assistance to inter-agency and government response in emergencies; 
  • Other: Provide technical support and inputs to other MIMU activities as requested;
 
5. Any other related tasks as assigned by the MIMU Manager or designee.

Required Skills and Experience

Education:
  • Master’s degree with 5 years or a Bachelor degree with 7 years in a relevant field such as social science research, statistics, information management, research and data analysis.
Experience:
  • 5 years of experiences with Master’s degree and 7 years of experience with Bachelor’s degree in applied Data management and Analysis, preferably in humanitarian and development sectors. 
  • Demonstrated experience in database design and data management, extraction and analysis techniques.
  • Demonstrated experience in creating information products for advocacy and decision-making in humanitarian response or in a development context (complex emergencies, natural disasters).
  • Demonstrated ability to understand the implications of data, including identifying trends, outliers and results that may seem amiss, and to craft meaningful and actionable information from rigorous analysis if complex cross-sectoral data.
  • Ability to tell stories with data using data visualization software and presentation skills, to tailor information for different audiences, and to convey concepts in a clear and engaging manner.
  • Experience in developing and implementing training programmes in developing countries.
  • Advanced knowledge of statistical and data management techniques for analysis of social data, including advanced proficiency with relevant tools such as Stata, SAS, R or similar tools, and open source software/tools useful for data analysis.
  • Demonstrates sound judgment, discretion, tact, a flexible and pragmatic analytical approach, crafting multiple options to ensure the most appropriate products for the designated purpose.
