Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

 

The position is located in the Investigation and Inspection Unit, Office of Internal Audit and Oversight (IAO) of the ILO. IAO is responsible for internal audit, inspection, monitoring and evaluation of the adequacy and effectiveness of the Organization's system of internal control, financial management and use of assets. IAO is also responsible for investigation of financial and administrative misconduct and other irregular activities. In addition, IAO provides advisory services on risk management, control and governance processes and other emerging issues within the UN common system as and when requested by the Director-General or his designates.  IAO is headed by the Chief Internal Auditor.

 

The position is for one year with the possibility of extension, and reports to the Chief of the Investigation and Inspection Unit.

Description of Duties

 

Under the general supervision of the Chief Internal Auditor, and reporting to the Chief of the Investigation and Inspection Unit, the incumbent is responsible to:

 

1. Plan, conduct, and report on ILO investigations according to IAO’s Standard Operating Procedures and ILOAT jurisprudence.

 

2. Prepare investigation reports containing findings and recommendations for remedial action.

 

3. Lead teams of investigators/auditors working on investigation cases as and when required.

 

4. Plan and supervise the work of any consultants hired to assist in outsourced investigations as and when required.

 

5. Prepare proactive fraud risk assessments and fraud profiles of the Organization.

 

6. Monitor best practices of internal investigations in international organizations and provide input into IAO policies and procedures accordingly, as appropriate.

 

7. Perform other tasks as required by the Chief of the Investigation and Inspection Unit or Chief Internal Auditor.

Required qualifications
Education

 

Advanced university degree in law, auditing, accounting, finance, economics, or management, or the equivalent hands-on experience in public sector investigation, which includes national police authorities, fraud examination and forensic accounting can be considered.

Experience

 

At least eight years of progressively responsible experience in investigation and/or fraud examination, of which at least five years at the international level. Prior experience in the UN system would be an asset.

Languages

 

Excellent knowledge of English, with high level of communication skills and strong drafting skills. A good working knowledge of French or Spanish would be an asset.

Competencies

 

• Excellent drafting skills to prepare reports of inspection/investigation findings and recommendations effectively and adequately.

• Sound knowledge of Organisation’s mandate, financial rules, procedures, regulations, policies, plans and priorities of Organisation’s activities.

• Computer skills, with a good knowledge of computer programs and software packages.

• Ability to take decisions and to communicate effectively.

• Ability to work with the minimum of supervision and guidance.

• Ability to handle confidential matters.

• Ability to work with tact, total discretion and ability to deal with staff members on issues that are sensitive to cultural differences.


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
