Sanitation and Water for All (SWA) is a global alliance of over 200 national governments, donors, civil society organizations and other development partners working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. The ultimate goal of the Partnership is to achieve universal access to water supply and sanitation. The consultancy position supports the work of Water and Sanitation and for All (SWA), a global multistakeholder partnership to with a vision to achieve universal access to clean water and adequate sanitation, water and hygiene for all, always and everywhere, in line with the Sustainable Development Goals and the human rights to water and sanitation. The consultancy helps support the mobilization and work of SWA’s non-government partners (Research & Learning institutions (R&L), the private sector (PS) constituencies and external support agencies (ESAs) to support countries in their public policy to reach the water, sanitation and hygiene-related targets of the Sustainable Development Goals, with a focus on the most marginalized and excluded from WASH services and on implementing the mutual accountability mechanism of SWA;

How can you make a difference?

Under the supervision of the SWA Chief Operating Officer, the Constituency Support Consultant will

  • coordinate the mobilization and engagement of SWA’s partners,
  • support the implementation constituency activities and
  • provide support to the individual constituency representatives. The Consultant will take guidance from and coordinate with the Constituencies’ representatives on the SWA Steering Committee.

Responsibilities

  • Provide support to the respective constituencies’ elected representatives in the SC in keeping their partners updated and involved in SWA developments and activities 
  • Perform liaison activities between the SWA secretariat and the respective constituencies’ representatives, and vice-versa
  • Act as a focal point for constituencies’ partners
  • Provide support to the constituencies’ partners in the development and implementation of specific initiatives

Expected results: (measurable results)

Activities

Under the guidance of the respective constituency representatives the consultant will conduct the following activities;  

Admin general and communications

  • Keep the Constituency mailing lists updated
  • Organize the Constituency platform (e.g. Dgroup platform or another suitable medium), including a common space for easy access to Constituency documents including meeting notes and a system for sharing relevant study results and publications by Constituencies’  partners with the larger SWA community
  • Support the Constituencies’  in response to requests from the SWA secretariat( e.g., requests  for information, invitations etc)  and support the Constituencies' representatives in channelling demands for information, financial support or otherwise to the SWA secretariat  

Constituency meetings

  • Organise and implement consultation and feedback meetings with the Constituency partners   in preparation or in follow-up on the Steering Committee meetings
  • Provide logistical and admin support in Constituency meetings including handling communication software and note taking
  • Support the Constituencies’ representatives in monitoring follow-up actions resulting from the constituency meetings

Partnership drive

  • Support the Constituencies in their partnership drives activities by pro-actively following up on potential candidates, requests for information and other related activities
  • Support the Constituencies’ representatives in the introduction of new partners

Constituencies’ in-country engagement

  • Support the Constituencies in the identification, establishment and functioning of national focal points
  • Support Constituency partners in their involvement in SWA (MAM) pilot countries

Specific R&L Constituency assignments

  • Support the R&L constituency in the elaboration of a promotional flyer on the R&L
  • Support the R&L constituency in the development of a position paper on the R&L in SWA and the WASH sector   
  • Support the R&L partners in the development and implementation of project/ research ideas by fulfilling administrative, logistical and support in coordination activities 

Expected Results:

  • Effective and efficient coordination of constituency activities, resulting in active and meaningful participation the constituencies in SWA .

 

Duty Station

UNICEF New York headquarters.

Applicants must already have a valid working permit and residency in the United States or a G-4 visa.

To qualify as an advocate for every child you will have…

  • Secondary education degree with university level courses in business administration or equivalent specialized training in operations highly desirable.  A first level university degree in social sciences, business management, administration, or any other relevant field of discipline is an asset.
  • A minimum of six (6) years of relevant experience is required, experience in supporting multi-stakeholder platforms and partnerships is an asset.
  • Proven interest in international development cooperation and experience in working in multi-national/cultural settings.
  • An excellent command of the English language is required (writing, speaking, and comprehension). Spanish and French language writing skills is an asset.

Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate.  They are required to certify that they are covered by medical/health insurance. 

Proposed Payment Schedule

UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. These payments should be stated in terms of percentage.  Also note that UNICEF does not make advance payment except under certain conditions in line with UNICEF Financial Rules and Regulations.
