Consultant for Development of RE training modules

The objective of this consultancy is to support GGGI in developing complete training modules package with trainers guide in the area of Renewable Energy for the following 6 modules. (The remaining 4 modules will be developed by 2 other consultants).  

  • Renewable Energy General Principles
  • Solar in the community (draft of this module will be provided by GGGI for consultant to review and finalize)
  • Pico-Hydro in the community
  • Solar Operations and Maintenance basics (draft of this module will be provided by GGGI for consultant to review and finalize)
  • Pico-Hydro Operations and Maintenance basics
  • RE Financial management

Apart from developing the training materials, the consultant is required to apply customizations to the training modules, trainers guide and activities in order to:

1) make it suitable to each of the 4 countries (Fiji, Vanuatu, Solomon Islands and Papua New Guinea) and

2) make it suitable for each of the 4 target groups in each country.

  

Project Background

 

The project “Capacity Building to Strengthen Sustainable Implementation of Renewable Energy Technologies for Rural Energy Access” is a 3-year regional project implemented in the Melanesian countries: Fiji, Vanuatu, Solomon Islands and Papua New Guinea and funded by the Republic of Korea through the Korea International Corporation Agency (KOICA) and implemented by GGGI in partnership with the Pacific Islands Development Forum (PIDF).

The project’s main objective is to strengthen informed and inclusive decision-making by resource owners and local government officials for integration of Green Economy (GE) and Renewable Energy (RE) into Local Level Planning and to Strengthen Implementation of Renewable energy (RE) infrastructure for Rural Electrification. GGGI will work closely with local partners to develop various training modules within the project context to achieve this goal. In addition, in-country based local trainers will be engaged to deliver these capacity building trainings throughout the identified communities. A total of 32 trainers will be trained using the training-of-trainers approach (approximately 8 trainers per country)

The direct beneficiaries of this capacity building project will be a total of 3000 trainees from 4 countries. The target groups for whom this capacity building training will be conducted (and customized) are:

1)  Local government officials, Provincial Councils, District Councils, Town Councils, Island Councils, etc.

2) Traditional community/religious leaders and vulnerable groups (women, young leaders), etc.

3) Local electricians, people with technical aptitude, etc.

4) Small businesses

In order to carry out the capacity building training to the beneficiaries, the project will first develop training materials in Green Economy and Renewable Energy, taking into account gender and inclusive development. This will consist of 10 training modules, complete with trainers guide as per below:

Scope of Work

 

The consultant will be provided with the draft learning outcomes for each of the 6 RE modules (see Annex A) as well as reports from 5 workshops that have been conducted (one regional kick-off in Fiji and one national workshop in each of the 4 target countries) that were held in order to gain confirmation and feedback on the required country specific and audience specific module customizations etc. Pre-implementation survey reports from each of the 4 countries will also be provided, which the consultant should use to further customize the training for the countries and target groups. It is envisaged that the consultant will review all of these documents in order to understand and identify all the key requirements before starting with the training materials development. It is expected that the consultant will use these resources as well as their own knowledge of the subject and other resource materials that they are already aware of to develop the training modules.

Furthermore, GGGI will also provide draft un-customized training materials for 2 modules, specifically on “Solar in the community” and “Solar Operations and Maintenance basics”, for the consultant to review and develop further and customize to country and audience and finalize. 

 

Throughout the project, the consultant shall work closely with GGGI and another 2 consultants and discuss tasks, plans, content, and activities as they progress. The 6 RE training modules under this assignment are part of the complete 10 modules package, hence the consultant must ensure to work very closely with the other two consultants in order to ensure that all 10 modules are consistent in content quality, structure and messaging. The consultant for this TOR will be the team leader for the training materials development team and will be in-charge of coordinating with the other two consultants with support from GGGI, in order to ensure a consistent work progress and timely submission of deliverables. GGGI will provide a draft standard Module outline and draft Trainers Guide including activities, exercises and assessments outline that will be discussed and confirmed in the kickoff meeting with all 3 consultants.

Specific tasks for this assignment shall include the following:

  1. Attend the kickoff meeting with GGGI and other two consultants working on Green Economy and Inclusive Development training materials, in order to discuss the outputs and develop a common workplan to deliver quality training modules
  2. Review, adjust if needed, and finalize the learning outcomes for 6 RE training modules (provided by GGGI) after going through the project documentations, workshop and pre-implementation survey reports, etc. and consulting with the project team.
  3. Provide a recommendation on the length and depth of the RE training materials, as well as the time required for optimum delivery of the training modules to each target audience.
  4. Develop the 6 Renewable Energy training modules package on the specified topics. This also includes development of associated Trainers Guides with exercises, activities and assessments and any other documents required by the trainers to conduct the training satisfactorily (draft training materials for two of these RE modules will be provided by GGGI for the consultant to review and finalize).
  5. The consultant is to consider the literacy and knowledge levels for each of the 4 target groups as well as all feedback received so far regarding customization for countries and target groups during development of the training modules. In general, the modules must use participatory and visual techniques as much as possible in order to ensure most effective reception of the training contents.
  6. There will be a 3-step review process before the training packages are confirmed. First will be the internal review of the draft materials by GGGI and PIDF, second review will be after feedbacks received from Pilot Training of Trainers (ToT) event and final review will be during the Regional workshop in mid/Q3 2020, once a sample group of communities have been trained and lessons and feedback learnt from that exercise used to perform final modifications to the training materials and delivery methods.
  7. Assist in preparing and conducting a two-day pilot ToT workshop, which will use at least 2 training modules from Renewable Energy to run a full mock training session, including materials, guides and activities, in order to obtain feedback from qualified trainers from each of the 4 countries to further fine-tune all of the RE modules and also integrate the feedback into the GE modules structure and delivery. 
  8. Participate as facilitator in the 2020 two-day regional workshop whereby feedback from the pilot training of target groups will be gathered and integrated into the final revised RE training modules package as appropriate.
  9. Attend meetings with GGGI and other consultants regularly as part of this project. This would include regular weekly or bi-weekly meetings depending on need.

For materials development for Fiji, Vanuatu and PNG, the consultant will work with GGGI, while for Solomon Islands, the consultant will also work with our delivery partner, PIDF.
GGGI will also provide to the consultant existing training materials available publicly and from previous GGGI work which have been found to be relevant for each module.

 

Outputs/Reporting Requirements/Deliverables

 

The consultant shall report regularly to the Project Manager. The consultant must always work as part of a team with GGGI and other consultants. Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.

 

  • Deliverable A: Brief inception report (approx. 5 pages) with work plan for the assignment, consultant’s understanding of the assignment, list of resources the consultant expects to use and initial suggestions/comments for the development of the training modules within 1 week of contract signature – 5% contract value.
  • Deliverable B: Review of existing Learning Outcomes and development of draft training materials package for the 6 RE modules for first review by GGGI and PIDF. GGGI will provide the consultant with draft un-customized training materials for two RE modules (“Solar in the Community” and “Solar O&M basics”) for the consultant to review, further develop and finalize. These two modules draft packages shall be developed first for them to be available for use during the Pilot ToT workshop, before the other modules are developed - by 15th April – 50% contract value.
  • Deliverable C: Assist in the preparation and facilitation of the pilot ToT workshop in Suva, Fiji - by 15th March – 10% of contract value. The consultant must work closely with relevant stakeholders and participants to gather all relevant feedback with regards to course material and delivery customizations for each country and its target groups.
  • Deliverable D: Integrate feedback received during the Pilot ToT workshop and revise the training materials package for the 6 RE modules for second review by GGGI and PIDF – by 30th April – 25% contract value.
  • Deliverable E: Assist in the preparation and facilitation of the Regional workshop in Suva, Fiji – in Q3 2020 – 5% of contract value. The consultant must work closely with relevant stakeholders and participants to gather all relevant feedback with regards to course material and delivery customizations for each country and its target groups.
  • Deliverable F: Integrate feedback received during the Regional workshop and revise the training materials package for the 3 GE modules for final review by GGGI and PIDF – by 30th November  – 5% contract value

All of the consultant’s work products developed and used for this project will be transferred to and become the property of the Global Green Growth Institute.

Qualifications/Experience/Expertise

 

  • An advanced University Degree (Master’s degree or equivalent) in a discipline related to Engineering, Renewable Energy, Sustainability, Climate Change, Environmental Science or Rural Development;
  • At least 5 years of professional experience in Renewable Energy field, with experience on Solar and/or Pico-Hydro systems.
  • At least 2 years of experience related to working in or with rural communities of the Pacific Island countries
  • Experience in developing training modules for vocational or community levels and delivering trainings, preferably also in rural/remote locations  
  • Experience working with the private sector and/or with private sector associations would be an advantage
  • Demonstrable relationship management and stakeholder engagement experience
  • Demonstrate ability of analytical and report drafting work
  • Excellent communication skills in English (oral and written)
  • Excellent command of Word, Excel and PowerPoint; familiarity with Adobe applications would be an advantage.
  • Workshop logistics and management experience
  • Understanding of the climate change sector, including how climate change impacts Pacific Island countries and mitigation and adaptations options would be an advantage
  • Understanding of how businesses can build resilience to climate change in the Pacific would be an advantage
  • Previous experience in similar work in Pacific island countries would be an advantage
  • Knowledge of local language and cultures in Fiji, Vanuatu, Solomon Islands and PNG would be an advantage
