Organizational Setting

The Emergency and Resilience Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. PSE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. PSE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. PSE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5)”.

Reporting Lines

Under the supervision of the Deputy Director PSE, in consultation with relevant divisions at headquarters and the field offices, the consultant will be part of PSE’s Donor Liaison and Partnership Unit.

Technical Focus

The consultant will provide support to the implementation of FAO’s SP5 resource mobilization agenda at global, regional, sub regional and/or country level, in close collaboration with the Business Development and Resource Mobilization Division (PSR).

Tasks and responsibilities
  • Research and analyze technical, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services;
  • Produce various reports, position papers, policy briefs, financial/donor reports as well as critical information for inclusion in governing body reports, ensuring adherence to FAOstyle, FAO NOCs, and relevant FAO communications guidelines;
  • Support corporate appeals, annual appeals and mid-year reviews, maintain information and prepare related reports;
  • Keep abreast of shifting priorities and current activities, political and social events of UN and other multilateral bodies/governments in order to identify issues that may impact FAO activities.
  • Identify and map current and potential resource partners relevant to SP5-related work (traditional, non-traditional, institutional, philanthropic, private sector);
  • Provide up-to-date information on specific donors, including on donor priorities and opportunities for funding, and contribute to the development and update of donor briefs/presentations, visibility packages and strategic partnership reports developed for key resource partners;
  • Review existing tools of marketing and outreach to ensure consistent approach is taken so partners are aware when and how they can find relevant information;
  • Participate and contribute to the meetings with specific resource partners when requested.
  • Scope potential innovative ways (emerging technologies) to communicate SP5 goals and FAO programmes with target audiences for resourcing outreach, liaising with OCC and CIO if and when necessary.
  • Facilitate internal FAO information sessions to raise awareness within FAO on SP5 activities in various countries;
  • Perform other SP5-related marketing, outreach and resource mobilization tasks as requested, in compliance with relevant FAO communications guidelines.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University degree (Master’s or equivalent) in a discipline related to the mandate of the Organization.
  • At least 1 year (Category C), 5 years (Category B) or 12 years (Category A) of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context.
  • Working knowledge of English and limited knowledge of another official language of the Organization (French, Spanish, Arabic, Chinese or Russian).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions, is desirable.
  • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings.
  • Work experience in the areas of advocacy and communication is considered an asset.
  • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset.
  • Ability to work independently, under time pressure and meet deadlines.
  • Thoroughness and reliability, sense of diplomacy and tact.
