Organizational Setting

With just 10 years left to meet the goals of the 2030 Agenda, FAO’s Director-General has launched the Hand-in Hand Initiative (HIHI) in order to support countries and territories lagged behind in the progress of SDGs 1 (end of poverty) and 2 (zero hunger). The lagging of these countries and territories not only claims for the ethical imperative of leaving no one behind. It also demands for political commitment and action from governments and key stakeholders to significantly increase, sustain and coordinate public, private and international investment efforts for closing the food gap, putting an end to malnutrition, supporting economic development, reducing the impact of environmental damage and climate change, preventing non-opted migration and overcome illegal economies.

In the context of the LAC region, the HIHI has prioritized\:

  • Haiti
  • Paraguay and Bolivia (landlocked countries)

  • Caribbean SIDS with higher levels of poverty (Belize, Granada, Dominica, Saint Lucia, Saint Vincent and Grenadines, and Trinidad and Tobago);

  • Colombia, El Salvador, Guatemala, Honduras, México y Dominican Republic (“100 Territories Free of Poverty and Hunger” strategy).

In the perspective of building a more inclusive and thriving rurality in the context of the HIHI, FAO-RLC bolsters the hunger eradication and poverty reduction agendas in lagged behind territories through four lines, directly connected with the purpose of this consultancy\:

  1. “Mesoamerica without Hunger” programme (MWH), originated in a general cooperation agreement between the government of Mexico (through the Mexican International Cooperation Agency –AMEXCID) and FAO. The programme aims at strengthening public policy and normative frameworks that contribute to overcoming hunger and rural poverty by promoting social well-being and the creation of new opportunities for the rural poor. MWH operates in Colombia, El Salvador, Guatemala, Honduras and Dominican Republic.

  1. “100 Territories Free of Poverty and Hunger” strategy (100-T), aims at supporting governments -in the framework of their public policies- in developing, implementing, monitoring, evaluating, systematizing and disseminating intervention models and instruments that are adequate to the realities of lagged behind territories. 100-T operates in Colombia, El Salvador, Guatemala, Honduras, Mexico and Dominican Republic.

  1. The enhanced social protection agenda, which aims at encouraging governments to expand the coverage of social protection in rural areas and promoting synergies with inclusive productive strategies.

  1. The “Knowledge Management and Exchange, and Innovative Tools for Strengthening Rural Development in Lagged Territories” project, which aims at\: (a) building, in the framework of comprehensive views of territorial development, a system of knowledge management and exchange for building learning networks and systematizing best practices. And (b), building a toolkit with innovative, efficient and adequate instruments for the realities of lagged behind rural territories. This project has been designed to support 100-T’s operation.

Technical Focus

Given the priority of the HIFI in the LAC region, and the decision of strategically incorporating the MWH programme, the 100-T strategy, the enhanced social protection agenda, and the knowledge management and exchange and toolkit to the former, FAO-RLC requires technical and operational support for\:

  1. The articulation and coordination of the MWH programme, the 100-T strategy, the enhanced social protection agenda, and the knowledge management and exchange and toolkit, in a strategic framework of hunger and rural poverty reduction;

  1. The definition of instruments of coordination and exchange of governmental, private, international cooperation and civil society actors for the effects of (a);

  1. The management of the circulation of knowledge management and exchange and the identification and adaptation of the toolkit’s instruments

  1. The strategic alignment of the projects’ portfolio of Regional Initiative 2 (IR2)/Strategic Programme 3 (SP3) -at the regional and country level- with the HIFI and the above-mentioned related programmes, strategies, agendas and projects

Tasks and responsibilities

The purpose of this consultancy is to support the technical and operational addressing and articulation of the HIFI and related programmes, strategies, agendas and projects

He/she will support the Regional Office in providing operative support for the work in the participating countries and facilitate the contributions of the HiH strategy to FAO´s strategic framework, the Programme of Work for the 2020-2021 biennium and the 36th LARC. In particular, the incumbent will\:

  1. Support RI 2, in coordination with RI 1 and 3, in strengthening the territorial development agenda and linking it with FAO´s poverty / extreme poverty and hunger reduction strategies

  2. Support the operative articulation of MWH, 100-T, and the strengthening of social protection systems and its integration in broader livelihood and rural development strategies, securing that gender, ethnic and youth based approaches are met

  3. Provide technical and operative support to the coordination of 100-T’s operations

  4. Provide technical and operative support to the management of the “Knowledge Management and Exchange, and Innovative Tools for Strengthening Rural Development in Lagged Territories” project.

This consultancy will demand travelling abroad. Countries are yet to be defined.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree (Master/PhD) relevant to the above areas (social sciences, government, public administration, agricultural or rural development, international development, economics)
  • Extensive experience (4 years) at intermediate levels of responsibility in managing for results, including experience in developing countries;
  • Working knowledge (level C) of Spanish and English

    Selection Criteria
  • Demonstrated experience in rural development, poverty reduction, food and nutrition security and familiarity with the area of climate change;
  • Demonstrated managerial skills and a strong sense of responsibility;
  • Technological skills (databases, graphics, tables);
  • Skillful report writing and information systematization;
  • Ability to develop and maintain professional contacts with government officials and international organizations;
  • Well-developed communication and analytical skills\:
Demonstrated ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting;
