Finance Specialist

About the job
Finance Specialist, in coordination and cooperation with the supporting staff, and supervised by the Finance Manager is responsible for keeping finances and accounting functions in order to meet legislative requirements and support operations.


Responsibilities: 

  •     Focal point for Mosul Area offices for data entry of financial transaction to Dynamic.
  •     With the support of FM, being a focal point to update Mosul Area forecast tracker and monthly funds forecast for CO
  •     In close cooperation with the Finance Manager and Support Services Manager reinforce existing procedures and systems for financial management and control in compliance with guidelines set out in the finance chapters of DRC’s Operations Handbook, the country’s laws, and donor requirements;
  •     Finalize monthly payroll in coordination with HR department.
  •     Supervise day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission    of accounts to Coordination Office;
  •     Ensure payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorization;
  •     Checking eligibility of expenses in the cashbooks and TDLs
  •     Cleaning up BFUs together with the PMs and FM
  •     Control all the supporting documentation produced in the field office/sub office.
  •     Being the audit focal point. Prepare national staff for incoming audits and gather audit findings together with project development
  •     Assist FM in verifying budget allocation of program and support lines.
  •    Update the IDRA monthly. Make sure that Mosul Area IDRAs are validated every month and shared with the coordination office in timely manner.
  •     Brief the Finance Manager on matters associated with finance on a bi-weekly and monthly basis;
  •     Support the development and implementation of financial management capacity building of finance staff, field staff, and national partners;
  •     Responsible for collecting cash forecasts from all PMs and requesting funds from Coordination Office in a timely manner, including following up to ensure funds are received as requested
  •     Maintain a continuous overview of funding levels and pay particular attention to shared support costs requesting support cost rebooking as necessary
  •     Responsible for collecting rebooking from all PM’s and submitting them monthly with the finance re-bookings to coordination office;
  •     Oversee the project-end procedures, ensuring that all payments are finalized within the liquidation period and all payments have been committed within the project period
  •     Prepare for local audits in collaboration with Coordination office fielding requests as needed;
  •     In absence of FM finalize donor QFR and FFR report for CO.
  •     Liaise closely with CO to ensure proper workflow
  •     Regular monitoring and capacity building visits to Mousl Areal field offices.
  •     Supporting the finance officer ans assistants with accountancy and cash books

 About you 
Experience and technical competencies: 

  •     Knowledge of donors guidelines and procedures
  •     Good communication skills with fluency in written and spoken English
  •     Able to work independently and energetically
  •     Flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines
  •     Confident & proficient in the use of MS Office, and advanced Excel proficiency.
  •     Good interpersonal skills to establish strong working relationships with colleagues


 

Education: 

  •  University degree in Finance, Accounting, or related fields


Languages: 

  •    English
  •     Arabic/Kurdish is a plus

Contract length: 10 months
Designation of Duty Station: Mosul with frequent travel to Mosul Area offices
