Job Description

CONTEXTUAL BACKGROUND:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based and urban-based refugee assistance. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Partnership Finance Officer – AMAL is a position supporting key components of a USAID's Office of U.S. Foreign Disaster Assistance (OFDA)-funded program that includes health and nutrition; water, sanitation and hygiene (WASH); and shelter activities to support conflict-affected populations. Entitled Amal (“hope” in Arabic), the consortium will include international and Syrian partners with humanitarian response capacity. The Partnership Finance Officer role is responsible for reviewing sub-grant financial reports and supporting documents, liaising with sub-grantees to ensure completeness, correctness and accuracy of sub-grantee financial reports.

Major Responsibilities:

Financial Management

  • Support effective review to partners’ financial reports and supporting documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, providing feedback to partners as necessary and flagging any compliance and financial management issues to IRC management.
  • Liaise with partner organizations to ensure completeness, correctness and accuracy of financial reports according PEER system, IRC policies and USG regulations.
  • Prepare financial report reconciliations for Program and Finance review and sign off.
  • Review and prepare partners cash requests, ensure a tracking system and matching of advance payments and expenses reported.
  • Provide support to the management by tracking all partner budgets and financial reporting deliverables, inform Senior Partnerships Finance manager and the Amal Program team of any potential issues with spending and financial reporting.
  • Support the Senior Finance Manager in the preparation of internal & external finance reporting.
  • Liaise with the Senior Partnerships Finance Manager and Senior Finance Manager with regards to any financial reconciliation or payment request issues as necessary.
  • Maintain the archiving and filing system related to all the sub-awards hardcopies and softcopies, filing all sub award financial records and make it available for management, internal /external audit and review.
  • Inform the Senior Partnership Finance Manager of any reporting issue to ensure that all partners’ expenses are compliant with IRC and Donors requirements.
  • Support the Senior Partnerships Finance Manager to ensure effective partnership finance management, including the timely payments to partners in accordance with partnership agreements, and timely action to resolve any challenges with financial management.
  • Monitor partners’ BvA and spending, in collaboration with Amal program team, and proactively work with partners to agree steps addressing any issues identified in their spending.
  • Support the Senior Partnerships Finance Manager and Senior Finance Manager to collaborate internal and external audit to ensure proper compliance with all regulations and to ensure that all partnerships files in hard and soft copy are 100% audit ready at all times.

Program Support & Capacity Strengthening

  • Provide support in preparation and conduct of financial trainings for partner organizations.
  • Liaise with partner organizations on regular basis to provide program support in areas of finance.
  • Liaise with Amal programs to ensure the consistency between partners’ narrative reports and financial reports.

Monitoring

  • Participate in financial and general compliance monitoring visits to partner organizations’ offices as per the monitoring plan.
  • Draft financial and compliance monitoring reports and response plans after each monitoring visit when needed.
  • Highlight any financial management issues found in the compliance monitoring visits, and participate in the partner’s capacity/performance development plan.

Qualifications

  • BA degree or equivalent in Accounting, Finance or related field;
  • Approximately 2 yearsof relevant work experience in Partnership, Audit, Sub grant monitoring, Financial management.
  • Ability to conduct review and audit remotely
  • Computer literate with significant experience in MS. Office, accounting package knowledge (SUN system) will be an added advantage.
  • Previous experience with International NGOs and/or USAID/OFDA projects is highly desirable.
  • Effective communication skills, both written and verbal
  • Fluency in Arabic and English
  • Excellent skill with MS. Excel is a must.
  • Ability to prioritize among multiple tasks and make decisions.
  • Willing to travel within the region.
