Sanitation and Water for All (SWA) is a global alliance of over 200 national governments, donors, civil society organizations and other development partners working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. The ultimate goal of the Partnership is to achieve universal access to water supply and sanitation. The consultancy position supports the work of Water and Sanitation and for All (SWA), a global multistakeholder partnership to with a vision to achieve universal access to clean water and adequate sanitation, water and hygiene for all, always and everywhere, in line with the Sustainable Development Goals and the human rights to water and sanitation. The consultancy helps support the mobilization and work of SWA’s non-government partners (Research & Learning institutions (R&L), the private sector (PS) constituencies and external support agencies (ESAs) to support countries in their public policy to reach the water, sanitation and hygiene-related targets of the Sustainable Development Goals, with a focus on the most marginalized and excluded from WASH services and on implementing the mutual accountability mechanism of SWA.

How can you make a difference?

Purpose

The broad objectives of this consultancy are:

  • To mobilize and work with SWA’s non-government partners (external support agencies, research & learning, and the private sector constituencies) to support countries to reach their water, sanitation and hygiene-related targets of the Sustainable Development Goals, particularly encouraging a focus on the most marginalized and excluded from WASH services and on implementing the mutual accountability mechanism of SWA.
  • To oversee the overall partnership drive; identify specific constituencies, regions and organizations that need further engagement; and help formulate ways to increase this engagement.
  • To promote regional engagement through the development and implementation of strategic partnerships with national and regional bodies.

Under the supervision of the SWA Chief Operating Officer, the Constituency Support Consultant will

  • coordinate the mobilization and engagement of SWA’s partners;
  • support the implementation constituency activities;
  • develop and implement strategic partnerships;
  • provide support to the individual constituency representatives;
  • take guidance from and coordinate with the Constituencies’ representatives on the SWA Steering Committee.

Responsibilities

  • Provide support to the respective constituencies’ elected representatives in the SC in keeping their partners updated and involved in SWA developments and activities.
  • Perform liaison activities between the SWA secretariat and the respective constituencies’ representatives, and vice-versa
  • Act as a focal point for constituencies’ partners.
  • Provide support to the constituencies’ partners in the development and implementation of specific initiatives.

Expected results: (measurable results)

Activities

Under the guidance of the COO the consultant will conduct the following activities;  

Mobilize partners to effectively participate in SWA related activities at national and global levels

  • Engage with Private Sector, External Support Agencies and Research and Learning partners (“partners”) to increase their participation in SWA-related activities;
  • Support the SC representatives of the Private Sector, External Support Agencies and Research and Learning constituencies in undertaking activities and engaging with their respective members;
  • Support and mobilize the engagement of partners ahead of, during and following the Finance Ministers’ Meeting (April 2020);
  • Support partners in developing specific constituency strategies that are aligned with SWA’s overall 2020-2030 Strategy;
  • Mobilize partners to engage in the SWA Mutual Accountability Mechanism by discussing and tabling commitments at the national and global levels and support follow-up and reporting
  • Support the communication team to gather success stories about partners‘ work and collaboration with SWA;

Partnership drive

  • Work with partners to support them in reaching out to new potential partners, pro-actively following up on potential candidates, requests for information and other related activities
  • Undertake due diligence for new candidates;
  • Prepare information and communications packages for new SWA partners and arrange induction webinars .

Constituencies’ in-country engagement

  • Support the each constituency in the identification, establishment and functioning of the respective national focal points;

Constituency meetings

  • Organise consultation and feedback meetings for each one of the constituencies in preparation and in follow-up on the Steering Committee meetings
  • Provide logistical and admin support in constituency meetings including sending out invitations through the Skype for Business platform and note taking
  • Support the partners in monitoring follow-up actions resulting from the constituency meetings;
  • Provide liaison and coordination with SWA Governance bodies;  
  • Support constituencies in organising and carrying out regular SC elections.
  • Organization and communications:
  • Keep the Constituency mailing lists updated
  • Organize the Constituency platform Maintain updated records of partner Focal Points contacts.

General Support

  • Support the constituencies in undertaking activities and initiatives as required in the implementation of their annual workplans.
  • Support the constituencies in answering requests for information form the secretariat and from other partners.

Expected Results:

  • Effective and efficient coordination of constituency activities, resulting in active and meaningful participation the constituencies in SWA.

Duty Station

UNICEF New York headquarters.

Applicants must already have a valid working permit and residency in the United States or a G-4 visa.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, business management, administration, or any other relevant field of discipline.
  • 4 years of experience in supporting multi-stakeholder platforms and partnerships and in mobilizing and engaging with a variety of stakeholders.
  • Proven interest and experience in international development cooperation and, in particular, the area of water, sanitation and hygiene is an asset.
  • Experience in working in multi-national/cultural settings.
  • An excellent command of the English language is required (writing, speaking, and comprehension).Knowledge of French and/or Spanish will be considered an asset
